The discussion on tree replacement guidelines drew discussion as it underscored the balance between the strict adherence to regulations and the ecological impact on particular sites. The case of 189 Hemlock Drive was highlighted, where the applicant’s plan to remove dead trees and add an open deck within the wetland buffer faced scrutiny over the number, type, and positioning of replacement trees. The debate touched on the qualifications of the landscape professional involved, the density of existing trees, and the potential overcrowding impact due to replanting.
In a similar vein, the commission deliberated on an amendment to the order of conditions for a project on Sunset Lane. Changes proposed included adjustments to a spiral staircase, patio, and walkway footprint. After evaluating the proximity to the wetland buffer and potential environmental effects, the commission consented to the project with standard order conditions.
The discussion on a notice of intent on Sunny Hill Road revealed a disagreement concerning the scope and expense of a third-party wetland delineation review. Commissioners differed on whether to include riverfront delineation in the review. After reviewing consultant quotes, a decision was made to proceed with the Wetland delineation only.
Enforcement matters were also on the docket, with the commission considering various properties’ compliance with environmental regulations. A property on Prospect Street was deferred a certificate of compliance due to a lack of vegetation in the yard, highlighting concerns about potential erosion. The commission also tackled a notice of project change for a property on Townsend Harbor Road, requesting additional information on proposed tree removals before proceeding.
The commission took up the proposal of planting maples and blueberry bushes at a site affected by the relocation of an oil tank, approving the suggested alterations. Enforcement actions were debated, particularly the process of issuing fines and the need for the new conservation administrator to be familiar with these procedures. Non-compliance issues on Sunset Lane and Fire Road 12 drew discussion, with a motion to issue a notice of non-compliance for the latter.
Notably, the commission addressed concerns over active property use that might contravene wetland regulations. This included a discussion on hiring Beaver Associates to install a beaver deceiver to manage local beaver-induced flooding. Additionally, the commission decided to fund the construction of trails and footbridges using the Timber Rights Fund and shifted title search expenditures to the same fund. They concluded administrative affairs by approving the purchase of dry mustard to combat jumping worms and acknowledged the payment owed to consultants for their previous work.
