Lunenburg Planning Board Approves Solar Project Amidst Discussion of Open Space Committee Changes
- Meeting Overview:
In a recent meeting, the Lunenburg Planning Board approved a solar development project on Mulpus Road while also considering modifications to the Open Space Committee’s structure and discussing various ongoing projects.
The Planning Board’s decision to approve the solar project on Mulpus Road, identified as PBSP 257, was a focal point of the meeting. The board deliberated on the conditions associated with the project, particularly concerning potential modifications required by the Board of Health related to the septic system. The applicant was informed that any substantial changes would necessitate a return to the Planning Board for further review. Additionally, the board stipulated that the interconnection information between the property owner and Unatil must be uploaded before a building permit is issued. With these conditions in place, the board unanimously approved the project, enabling the installation of the solar ground-mounted array.
Evan St. Thomas Datilio, representing Team Sunshine Construction LLC, presented the application for the solar project. He detailed the installation plans, noting the urgency of progressing with the project to secure federal incentives before the year’s end. The solar array would be positioned 142 feet north of the home, adhering to property line setbacks, and trenching would be required to connect the array to the utility meter. The board expressed interest in the project’s compliance with existing zoning and conservation regulations, and Datilio confirmed that the necessary approvals had been obtained.
The meeting also delved into proposed changes to the Open Space Committee. Chair Mike Tuhill advocated for adding a representative from the Agricultural Commission to the committee, emphasizing agriculture’s importance in open space management. The board supported this proposal. The discussion included whether the new member should be a direct member or appointed by the Agricultural Commission, with consensus leaning towards direct involvement.
Tuhill also proposed transitioning the Open Space Committee from an ad hoc committee of the Planning Board to an independent body with its own mission statement and bylaws. He suggested drafting a bylaw based on a model from Medway, which would outline the committee’s structure while retaining the Planning Board’s authority to appoint members. Board members expressed favorable views on this transition, recognizing the committee’s current degree of independence and the benefits of formalizing its status. The board agreed to consult with the Select Board regarding these changes, as they typically appoint most town committees.
In addition to the solar project and committee restructuring, the meeting addressed a variety of ongoing projects and administrative updates. The board discussed the status of a previous solar project on Goodrich Street and noted administrative staffing changes. A new administrative assistant was praised for their capabilities, with anticipation of additional support to manage meeting minutes.
The Master Plan Steering Committee’s progress was also mentioned, along with plans for a presentation at a special town meeting. The Municipal Building Design Committee’s recent tours of Ritter and Town Hall were recounted. There was some disagreement among committee members regarding the future use of Ritter as a government building, with differing opinions on its preservation.
Concerns about the application of the Architectural Preservation District (APD) guidelines arose, as these could potentially impede proposed projects. The Economic Development Committee had not met since the last planning meeting, and the Stormwater Task Force was seeking a new contractor for project design.
Upcoming meetings were outlined, with discussion about a potential meeting during the Thanksgiving holiday week. The board humorously considered canceling the meeting if no matters arose, given the holiday’s demands.
In closing comments, a board member shared insights from the Southern New England American Planning Association conference, emphasizing community engagement in housing issues and the complexities of mixed-use zoning in affordable housing projects.
