One commissioner noted, “It’s a funding thing we’re doing these things anyway, it’s just a funding piece that’s connected to it.”

The declaration of emergency follows significant damage inflicted by Hurricane Helen, affecting every home and business in the city. A city official acknowledged the community’s resilience and the efforts of numerous partners and agencies, including the Pinellas County Sheriff’s Office and Emergency Management. They stated, “We are very resilient, and we will make Madeira Beach an even better place to live, learn, work, and play. It will take some time, and we ask for significant patience and understanding.”

In addition to the emergency declaration, the Board approved Ordinance 2024-19, establishing the millage rate for the fiscal year 2025. The new rate is set at 2.75 per $1,000, which is an 8.70% increase over the rollback rate of 2.53 per $1,000. The ordinance was read in its entirety, and after no public comment, the commissioners voted unanimously to approve it.

The Board also adopted Ordinance 2024-20, which finalizes the budget for the fiscal year beginning October 1, 2024, and ending September 30, 2025. This budget is balanced and detailed as required by law. The ordinance was passed unanimously following its reading and a motion to approve.

During the public comment section, a lifelong resident, John Costello, shared his personal struggles following his displacement by Hurricane Ian in Fort Myers and his current homelessness due to Hurricane Helen. He mentioned his efforts to assist the community by distributing ice and gasoline, highlighting local solidarity in times of crisis.

The meeting concluded with expressions of gratitude towards the community, city staff, and external partners who have been instrumental in the ongoing recovery efforts. One commissioner remarked, “Tough times happen. We stick together, we help each other, and we can get through this.”
