In response to flood vulnerability, some participants suggested allowing exceptions to height restrictions for commercial buildings that implement ground floor flood-proofing. The acceptance of current height codes was generally agreed upon, with allowances considered for buildings incorporating flood-proof measures.
Setbacks were another focal point, with discussions on the necessity to ensure existing buildings could be rebuilt without being deemed non-conforming. In the commercial core district, the debate split between those advocating for zero side setbacks to facilitate the continuity of the shopping district and those worried about the preservation of the area’s character. There were proposals for differential height limits based on lot size, but others argued for consistent height limits to maintain the character of the area. Concerns were also raised about elevator shafts and mechanical equipment exceeding height limits, prompting calls for specific allowances in the code.
The Boardwalk character district was another area of discussion. The conversation delved into the specifics of Land Development Regulations (LDRs), including primary use, accessory use, and special exceptions. A detailed explanation of setbacks was provided, particularly the measurement from the property line and the allowable encroachments for upper floors. The importance of community feedback was emphasized, as attendees were encouraged to engage in discussions about the unique characteristics and requirements of the Boardwalk district.
Moving to the Pelican Lane area, the commissioners discussed zoning distinctions for diverse construction types, including single-family, duplex, triplex, multifamily, hotel, and commercial buildings. The necessity of gutters on new constructions to address water runoff was also pinpointed.
Transitional zoning districts were scrutinized, examining a blend of zoning categories and debating height and setback requirements to protect the residential area’s character. The potential for Plan Developments (PDs) to override city codes was a contentious topic, with some members concerned about PDs granting developers too much freedom and past violations of PD regulations.
