Mahtomedi School Board Reviews Audit Findings and Discusses Enrollment Challenges
- Meeting Overview:
In a recent meeting, the Mahtomedi School Board focused on the district’s financial health, as highlighted by an audit presentation, and discussed issues regarding enrollment management. These topics were complemented by reports on educational programs and community engagement efforts.
The meeting’s primary focus was the presentation of the independent audit by Jim Iikton from LB Carlson, who detailed the financial results for the year ending June 30, 2025. The audit, which is a requirement for the district, provided a clean, unmodified opinion on the district’s financial statements. Although there was a reportable item concerning the segregation of duties within the business office, it was not considered an issue. The audit process included a review of federal awards, necessitated by the district surpassing $750,000 in federal revenue. This requirement resulted in an extended deadline for audit completion, granted by the Minnesota Department of Education.
The audit results were favorable, with a notable element being the implementation of the Governmental Accounting Standards Board (GASB) statement 101 on compensated absences. Despite this, the audit opinion remained positive. The audit also shed light on financial trends, revealing an unexpected rise in fund balances during the pandemic due to reduced operational costs. However, the auditor anticipated a decline in these balances as federal pandemic relief funds diminish.
Moreover, the district’s financial position showed significant growth over the past decade, currently operating at a $50 billion level, a substantial increase from previous years. Although the overall fund balance decreased by approximately $300,000, actual financial results surpassed expectations, with revenues exceeding projections by nearly a million dollars and expenditures being lower than budgeted. This fiscal prudence was commended as ideal.
In tandem with financial discussions, the board deliberated on enrollment challenges and demographic trends. A board member highlighted the need for a comprehensive demographic study to better understand community needs and address enrollment patterns effectively. This would help the district manage capacity limits and accommodate the influx of new students, particularly in the context of unexpected first-grade enrollment spikes due to families moving into the district.
The board also considered strategic approaches to maintain steady enrollment figures and discussed the historical practice of determining a specific number of graduates each year. This approach, coupled with the lack of open enrollment in previous years, was reviewed for its continued relevance in providing opportunities to students.
In addition to these focal points, the meeting also featured presentations from the Native American Parent Advisory Committee (NAPAC), represented by Ally Middle. Middle outlined the committee’s role in ensuring culturally relevant education for the district’s 63 Native American students. She reported on the committee’s positive feedback regarding the district’s efforts and highlighted initiatives such as the creation of a Native American resource library and professional development opportunities for staff.
The student representative provided insights into school activities, while board members shared observations from district visits, including innovative literacy strategies and structured student support in AVID classrooms.
The meeting concluded with discussions on the district’s budget, future financial projections, and the legislative agenda. Notably, the potential impact of a $2 million operating referendum expected to yield funds in 2027 was discussed, with an emphasis on its role in addressing the district’s current deficit.
