Mahwah School Board Reviews Budget Strategies and Celebrates Community Achievements
- Meeting Overview:
The recent Mahwah School Board meeting focused on addressing budget challenges, including rising costs in special education and health benefits, while celebrating notable achievements within the school community. The Board examined financial strategies to manage increasing expenses, discussed new policies, and recognized the contributions of retiring staff members.
12:51The Board’s discussion on budgetary matters revealed significant challenges posed by rising special education costs and employee benefits. Approximately 68 special education students currently receive education outside the district according to their Individualized Education Plans (IEPs). The associated out-of-district tuition costs exceed $6 million. These expenses are somewhat offset by $600,000 in federal IDEA funds. Employee benefits, a major budget component, total nearly $13 million, accounting for approximately 15.6% of the operating budget. Over two decades, benefit costs have increased consistently, often at a rate surpassing salary increases.
18:20To address these financial pressures, the Board has implemented a health waiver allowing the district to exceed the typical 2% tax levy cap. A recent change from the state health plan to a private plan resulted in about $900,000 in savings, despite an overall cost increase. Prescription costs have historically risen at a sharper rate than medical costs, further straining finances.
36:37Enhanced security measures will ensure each school has a School Resource Officer (SRO) or designated security officer. The increased security budget is balanced by reductions in maintenance areas.
12:00In exploring budget adjustments, the district has negotiated better terms for copier contracts to achieve savings, partially offsetting rising operational costs, including an anticipated 18% increase in utilities. The Board described the budget as fluid, with ongoing adjustments to accommodate unforeseen changes.
The Board also highlighted the success of its partnership with Bergen County Special Services, which has reintegrated six students back into the district’s programs. Plans are underway to expand this partnership by establishing an additional section for the autistic program, accommodating students from kindergarten through third grade.
02:45In addition to financial matters, the meeting celebrated numerous student achievements. The student representative reported on various accomplishments, including the symphonic band earning a gold award at a regional festival, and the Robo T-Birds receiving a rising star award. The community problem-solving team won first place at a state bowl and published a book on Amazon. The senior class’s collaboration with Habitat for Humanity was acknowledged, with funds raised for a local project set to break ground in June.
30:24The Board also announced several retirements, honoring the service of long-time educators. George Kale, a science teacher, and his wife Debbie, were recognized for their dedication and contributions. Laura Phillips, after 20 years at George Washington School, announced her retirement, as did Morin Lynch, supervisor of English and performing arts. Lynch was noted for her impact on instructional programs and fostering meaningful student experiences.
The meeting included a presentation of 28 policies for a first reading by the policy committee. Notable changes include the revision of policies related to school safety, domestic violence, and high school graduation requirements. Policy updates also addressed harassment, intimidation, and bullying, with new parental notification requirements during investigations. A spectator code of conduct policy for interscholastic events was introduced, allowing for immediate removal of violators.
41:01The session concluded with remarks on the successful management of the one-on-one technology program, which did not require budget increases through extraordinary measures. Board members expressed gratitude to retirees for their contributions and engaged the community in a discussion on addressing student cell phone use, reflecting parental concerns about technology’s impact on communication.
