Malden City Council Approves Funding for Park Revitalization and Affordable Housing Initiatives
- Meeting Overview:
In a development, the Malden City Council approved the reallocation of over $1.8 million in funds for local park revitalization projects and affordable housing initiatives. In addition to these funding decisions, the council addressed several zoning amendments, building maintenance issues, and community engagement efforts.
One of the most important actions taken during the meeting was the approval of Paper 68-25, which redirected $1,450,000 from an abandoned project at Roosevelt Park to fund revitalization efforts at DEA Park and River Works Park. The reallocation decision stemmed from financial restrictions associated with the original bond, which required the funds to be used for “shovel-ready” projects to avoid financial penalties and protect the city’s credit rating. The funds will help enhance DEA Park and River Works Park, with plans to improve irrigation systems, level the ground for a regulation soccer field, and construct a girls’ softball diamond. The council emphasized that the reallocation would not hinder future developments at Roosevelt Park, which remains a priority.
Additionally, the council approved several appropriations under the Community Preservation Act (CPA) to support local housing and infrastructure projects. A notable item was Paper 72-25, which allocated $349,500 to the city’s affordable housing trust fund. This fund will manage the allocation of resources to engage with developers and address community housing needs effectively. In a separate decision, Paper 75-25 allocated $40,000 for a housing subsidy pilot project to assist older adults. This initiative, led by Housing Families, aims to provide temporary financial support to seniors awaiting permanent housing.
The council also addressed the preservation of historic sites, approving Paper 73-25, which provided $475,000 for the restoration of the Forest Dale Cemetery wall. The project seeks to maintain the cemetery’s aesthetic and structural integrity, with the site having recently achieved Level One Arboretum status.
Beyond these funding matters, the council discussed several regulatory amendments. Paper 35624 proposed changes to the city code for site plan reviews specific to educational, religious, or childcare facilities, which passed unanimously. Additionally, Paper 47-25 focused on amending regulations concerning lead pipes in residential housing, which also received unanimous approval.
The meeting included a review of automobile service regulations, particularly concerning car washes. Paper 389 proposed the creation of a new zoning category for automobile services. This move allows for closer neighborhood review and addresses potential traffic issues. The council also considered Paper 42-24, which proposed standard operating hours for retail car washes from 8 AM to 6 PM, with the possibility of extended hours through special permits.
Community engagement was another focal point, as highlighted by the presentation from the Friends of the Malden Public Library. The organization shared its mission to support the library through fundraisers and community events, emphasizing diversity and partnerships with local businesses. Efforts to reorganize the library’s book room and collaborate with local departments for language accessibility were noted.
