Manchester-By-The-Sea Grapples with Downtown Development, ADU Regulations, and Zoning Challenges

Safety improvements, such as widening the driveway from 10 to 12 feet, were highlighted as ways to mitigate these concerns. However, some attendees called for a traffic study to ensure the development does not exacerbate existing parking and safety issues in the area. The meeting concluded with a decision to continue the public hearing, allowing further exploration of these concerns.
In addition to the Union Street project, the board discussed applications for large accessory dwelling units (ADUs). One application sought to convert a two-car garage into a large ADU on Norwood A, exceeding the standard size limit but conforming to the new bylaw for larger ADUs. The board considered the applicant’s request for dimensional relief, which would allow the ADU to be slightly repositioned on the lot.
A second ADU application involved a request for a variance and special permit to construct a large ADU in district D1, where such units are currently not permitted. The board explored alternatives, including reducing the ADU’s size or proposing an amendment to the bylaw at the upcoming town meeting. This conversation highlighted the challenges of balancing individual property needs with regulatory frameworks and community concerns.
Concerns about safety, aesthetics, and the impact on community resources were central themes as the board navigated these issues. The meeting concluded with the decision to revisit these applications and proposals in future sessions, allowing time for further deliberation and community input.
