Maple Shade Town Council Approves Solar Project Amid Discussions on Variances and Community Impact
- Meeting Overview:
The Maple Shade Town Council recently approved a solar energy installation project proposed by Solar Landscape LLC on Route 38. The project, which involves the installation of rooftop solar panels and associated ground-mounted equipment, seeks to contribute to New Jersey’s community solar program, emphasizing service to low and moderate-income households. The council’s approval included necessary variances and site plan adjustments, highlighting a commitment to renewable energy while addressing concerns about community impact and site aesthetics.
The central discussion of the meeting focused on the multifaceted solar energy project proposed by Solar Landscape LLC, which requires variances due to zoning restrictions in the business development zone. This project aims to install roof-mounted solar panels on an existing self-storage facility, spanning approximately 5.4 acres. The applicant sought a D1 use variance and relief for a side yard setback for ground-mounted equipment, which is not typically permitted in the business development zone. The solar panels are part of New Jersey’s community solar program, offering reduced energy costs to participants, specifically targeting low and moderate-income families.
Courtney Breeze, representing Solar Landscape, provided detailed testimony on the project’s logistics and benefits. Breeze emphasized the importance of the community solar program, which allows individuals and businesses to access solar energy without installing panels on their property. The project plans to offer a 31% discount rate to around 87 homes, with Public Service Enterprise Group (PSEG) involved in the energy distribution. Maintenance protocols for the panels include biannual inspections by certified crews, with a comprehensive decommissioning plan in place for the end of the panels’ 25-year lifespan.
The proposal also included testimony from Kevin Shel, the site engineer, who outlined the technical aspects of the installation. Shel confirmed that the existing site conditions would not change significantly, as the project would not add impervious surfaces. The ground equipment, including transformers and monitoring panels, would be protected by bollards. The project also received federal aviation approval to address anti-glare concerns.
Andrew Janu, a professional planner, articulated the alignment of the project with the township’s master plan. Janu highlighted that the proposal supports the township’s goals of enhancing the business district and promoting energy efficiency. He referenced state legislation recognizing renewable energy as inherently beneficial and outlined the positive impact of the project on the local community, particularly low and moderate-income households.
During the meeting, concerns were raised regarding the visual impact of the solar panels and associated equipment. A council member proposed additional landscaping, such as trees or shrubs, to improve the site’s aesthetics and provide better screening of the equipment. This suggestion was well-received, and the inclusion of up to six trees was discussed, contingent on property owner approval. The council also explored community outreach strategies to ensure participation in the solar program, emphasizing the need for informational materials to educate residents about the initiative.
Following the solar project discussion, the council addressed several resolutions from a previous meeting. These included approvals for oversized garage constructions at two different addresses, with specific conditions attached to each. Additionally, a certification for a pre-existing duplex use was granted and referred to the Township Construction Department for further compliance checks.
