Marlborough City Council Approves Grants for Technology and Energy Efficiency
- Meeting Overview:
The Marlborough City Council meeting on March 23, 2026, was marked by decisive actions on various important agenda items, including the approval of significant grants aimed at enhancing the city’s technological capabilities and energy efficiency.
One of the most notable outcomes of the meeting was the unanimous approval of a $97,500 grant for the building department. This grant is intended to facilitate the department’s transition to a digital system. The approval proceeded smoothly without any discussion.
Similarly, the council approved a $200,500 grant for the police department’s body-worn camera program. The proposal, like the building department’s grant, received unanimous support.
In addition to these grants, the council also approved a $250,000 grant aimed at upgrading the heating and cooling systems at the fire and police departments. The focus on energy efficiency is in line with broader efforts to reduce operational costs and promote environmental sustainability.
The meeting also addressed infrastructure improvements with the approval of several petitions by Mass Electric and Verizon for the installation of new utility poles in various locations, including Forest Street, Highland Street, and Washington Street. These installations are designed to address voltage issues and reduce outage times, thereby improving service reliability for residents. Each petition was supported by detailed presentations and unanimously approved by the council.
Councilor Naven provided an update on the municipal aggregation program, which has resulted in significant savings for residents by offering rates lower than the national grid’s basic service rate. The report noted total savings of $335,850 in the fourth quarter of 2025, with cumulative savings exceeding $38 million since the program’s inception. The update was accepted unanimously, and the council expressed continued support for the program despite challenges related to ancillary charges.
The meeting also saw a focus on historical preservation, with a communication regarding cemetery management and the perpetual care trust fund. This initiative aims to maintain and upgrade older gravestones, with recent efforts resulting in the installation of 11 new gravestones in collaboration with the Veterans Council and the Department of Public Works.
Furthermore, the council addressed several zoning and urban development matters. A proposed zoning amendment to create the Forest Street Residential Overlay District was referred to the urban affairs committee, with a public hearing scheduled for April 27. This development reflects ongoing efforts to manage the city’s growth and residential planning strategically.
The council’s agenda also included administrative updates, such as proposed changes to non-union salary ordinances based on the Colin Center report’s recommendations. These changes, including job descriptions for key city positions, were referred to the finance committee for further review.
Additionally, the council scheduled public hearings for various petitions, including those for new utility poles on Simono Drive and Pleasant Street, as well as a Comcast request for an underground conduit system.
