The mayor’s letter highlighted Ragusa Kaitton’s extensive experience in municipal finance management, including her work with tax collection and utility billing. Ragusa Kaitton, having recently moved to Marlborough, confirmed her current acting position as city collector. Councilor Ducet and other attendees noted her diverse municipal experience and the increase in responsibilities she would face in Marlborough. Ragusa Kaitton expressed readiness to engage with the public, drawing on her extensive experience managing tax collection interactions.

A significant portion of the discussion focused on the challenges within the tax collector’s office. An individual detailed the difficulties of interacting with frustrated residents, particularly during the busy spring excise tax period. Despite the challenges, the office maintained a low percentage of uncollected taxes annually, between 1% and 3%. The importance of a collaborative relationship with assessors to address uncollectible debts and ensure the city’s fiscal health was underscored.

Further strategies discussed included providing residents with a complete overview of their tax parcels to help them manage finances and avoid late fees. The conversation also touched on systems to prevent the issuance of permits to those with outstanding taxes, a practice used in other communities to encourage settlement of debts. Software solutions to facilitate these processes were also considered, emphasizing the role of the tax collector in maintaining fiscal responsibility.

Additionally, a request from the mayor for an additional week of vacation for the tax collector was approved. The motion to grant this request was seconded and passed favorably. The request was accompanied by a letter available to council members, which facilitated the discussion and subsequent approval.
