Martin County Council Addresses Traffic Safety Concerns Amid Comprehensive Plan Amendments

In terms of comprehensive plan amendments, the council examined updates to the intergovernmental coordination element to reflect changes in the village of Indiantown and ensure consistency with current legislation. Minor revisions were made, including updates to school site planning coordination with the Martin County School District. A new interlocal agreement with Jupiter Island was noted to be in progress.
The housing element was reviewed, with amendments aimed at updating data analysis while maintaining policy consistency. A proposal for waiving impact fees for affordable housing developments was introduced, referencing Florida Statutes but requiring clearer citation formatting. The council also discussed amendments to the recreation element, including extending the Parks and Recreation master plan review cycle from five to ten years, to allow the department more time for funding and implementation.
The council then addressed amendments to the arts, culture, and historic preservation element, focusing on updating data from a 2015 study. These updates included the number of nonprofit organizations and the economic impact of the arts sector. A name change for the public art site committee to the public art advisory committee was proposed.
A significant portion of the meeting involved a quasi-judicial public hearing on the Chansy Bay Ranch project, a proposed development of nine single-family homes on two-acre lots. The project, described as “long and skinny,” aims to maintain compliance with existing zoning while facilitating views of Lake Okeechobee. The proposal includes a request to increase building height from 30 feet to 40 feet, needed to see above the Herbert Hoover Dyke. The county staff recommended approval, noting compliance with growth management plans, although there were dissenting opinions regarding the project’s impact on the surrounding area.
Water service assessments for the B of Rage neighborhood were another key topic. The council discussed the legal requirements for public benefits related to new construction, such as the installation of sidewalks and bike paths. The project involves connecting 259 properties to the water system, with an estimated cost of $9,985 per property. The council secured State revolving fund financing at an interest rate of 1.52%, with options for residents to pay upfront or as an annual assessment over 20 years. The project, which includes drainage improvements coinciding with water main construction, aims to replace septic systems near the North Fork of the St. Lucie River.
