Martin County Council Discusses Code Compliance Cases, Extends Deadlines Amidst Property Challenges

Similarly, the council addressed the case of Tammy Bodet, who faced issues at her Southeast Norman Street property. A tenant complaint revealed violations including an inoperable boat, high grass, trash, and unpermitted structures. Bodet, who inherited the property, expressed her confusion and intent to resolve the issues. The council showed understanding of her situation, agreeing to extend the compliance deadline to December 31, 2025, to accommodate her challenges. Bodet was also expected to pay $575 in investigation costs.
Robert Plunkett’s case was another focus of the meeting, with his property on Southwest Citrus Boulevard cited for trash and debris violations. The council emphasized the importance of proper storage and ordered compliance by November 28, 2025, with the same penalty structure for noncompliance.
The case involving Kelly Vicero and Donna Sites highlighted ongoing struggles with a green pool and other reported violations at their Jensen Beach property. Despite efforts to rectify the situation, the pool remained unsanitary, leading to an order for compliance by November 28, 2025. Vicero, a single mother, explained her difficulties with pool maintenance.
In several cases, they agreed to extend deadlines to provide additional time for compliance.
The council also addressed cases where compliance was achieved through stipulation agreements, such as the case involving Justin Samuel Chin and Sandra Premu Campos. They agreed to pay $350 and ensure compliance by January 3, 2026, highlighting a collaborative resolution approach.
The recurring theme in these discussions was the council’s effort to enforce local codes while acknowledging the challenges faced by property owners. The council emphasized the importance of communication and maintaining accurate records with the property appraiser’s office to facilitate effective compliance efforts.
