Martin County Council Tackles Multiple Code Violations, Orders Compliance by April 30

Despite being offered assistance by the county, Espazito declined help, and conditions remained unchanged during a March 17, 2026, inspection. The council ordered compliance by April 30, with a $100 daily fine for ongoing violations. The county also incurred investigation costs of $575, which they sought to be reimbursed.
Another notable case involved Michael A. Valente, whose property on Southeast Hobbridge Avenue in Hope Sound was cited for multiple cooking appliances and trash in the front yard. Despite Valente’s assertions that some items were decorative or intended for artistic projects, and his request for clarification on compliance, the county maintained that violations persisted. The council ordered Valente to comply by April 30, 2026, with daily fines for non-compliance and a reimbursement of $575 for investigation costs.
The case of Richard and Luciana Misler also drew attention. Their property on Southeast Middle Street in Stewart, Florida, was found to have trash, debris, high grass, and inoperable trailers and boats. Despite Richard Misler’s disagreement with the designation of certain items as inoperable, the council emphasized the need for compliance by April 30, 2026, with fines and investigation costs mirroring that of other cases. Misler expressed intent to address the situation but highlighted a misunderstanding about the definition of operability, stating, “I mean, I was told as long as the trailers have air in them… then everything’s fine.”
Additionally, the council reviewed the case of Oki’s Place LLC at 11400 Southeast Federal Highway in Hope Sound. Officer Michael Humphrey reported overgrowth and trash on the property, with some issues unresolved despite partial cleanup efforts. Owner Richard O’Connell cited a transition period between ownerships and argued that certain items should not constitute violations. However, the council reiterated the need for compliance by April 30, with fines and costs similar to other cases.
The council also tackled the case of Jim Odira Kalum, who did not attend the hearing. His property on Southwest San Antonio Drive featured a fence and gate in disrepair. Despite his absence, the council accepted the evidence presented and ordered compliance by April 30, with fines for continual violations.
In another matter, code compliance investigator Michael Shanahan presented a case involving Jerome and Sarah Owenbrink on Southeast Swan Avenue in Hope Sound. Violations included trash, debris, and boats improperly located in a right-of-way. Though some cleanup efforts were noted, significant violations persisted. Owenbrink entered a stipulation agreement to pay $350 and achieve compliance by June 18, 2026, with fines for any further violations.
The council further reviewed the Kellers’ case concerning a property on Southeast Skylark Avenue, Hooktown, Florida. Significant clutter and debris were observed, and despite entering a stipulation agreement, the Kellers were ordered to achieve compliance by June 18, 2026, with similar fines for ongoing violations.
Finally, the council addressed lien reductions for properties that had achieved compliance post-violation orders. This included the Lloyd Simon case on Southeast Oakmont Place and the Warly case concerning the estate of Donald H. Worley, both of which saw reduced fines after new ownership achieved compliance.
