Martin County Council Tackles Persistent Code Violations and Enforces Penalties

With no representative present at the meeting to address these concerns, the council ordered compliance by December 31, 2025, with a penalty of $100 per day for continued non-compliance. Additionally, the council mandated reimbursement of $575 for investigation costs.
Another case involved Mitchell Landis, whose property on Southeast Primrose Way in Stewart exhibited violations related to high weeds and grass. The county’s nuisance abatement coordinator, Rachel Spradley, detailed the process, from the initial inspection in August to the continued non-compliance confirmed in November. Despite attempts to contact Landis through notices and property postings, no action was taken to address the violations. The council decided on a compliance deadline of December 31, 2025, with a $100 daily fine for any further delays, alongside reimbursement of $575 for the incurred investigation costs.
The council also reviewed a repeat violation case concerning Raymond W. Hoffman, whose properties at 7290 and Southeast Eagle Avenue in Hope Sound were subject to scrutiny. Spradley presented a history of violations, emphasizing Hoffman’s failure to comply with previous orders. The October inspections revealed continued issues with trash and debris accumulation, leading to a repeat notice of violation. Although one property was eventually brought into compliance, the council imposed a fine of $250 per day for the period of non-compliance, resulting in a $5,500 penalty for one property and immediate fines for the other.
In another matter, the council addressed a stipulation agreement with William Walter Reich Jr., who was absent from the meeting. His property on Southeast Beagonia Way in Hob Sound faced issues with a failing retaining wall. Following investigations prompted by updated photographs, Reich agreed to a stipulation with a compliance deadline of January 30, 2026, and a $100 daily fine for non-compliance.
Additionally, the council considered a complex case involving Richard and Adrien Shaen Walder, owners of a property on Northeast 35th Terrace in Jensen Beach. Previous violations were attributed to former owners, complicating the new owners’ situation.
