Martin County Planning Board Approves Paradise Lake PUD and Brew Horizons Rezoning

Furthermore, the applicant committed to donating $11,000 to the Martin County Community Land Trust. This development, adjacent to Jonathan Dickinson State Park, aims to create a family compound while acting as a buffer and wildlife corridor.
Morris Krady, representing the Heisenberg Family Trust, emphasized the family’s long-standing connection to Martin County and their intent to maintain ecological integrity. The development strategy included preserving green space and adhering to environmental regulations with increased buffer zones. The board engaged in discussions on density calculations and environmental stewardship, noting commitments to mitigate any impact on existing oak trees and wetlands. The motion to approve the project passed unanimously.
In contrast, the Brew Horizons rezoning application dealt with industrial growth. The proposal sought to change zoning from the 16M1 Industrial District to the LI Limited Industrial District for a property in Stewart, currently operating as a restaurant. This change was necessary due to existing covenant agreements regarding industrial use. Covering approximately 1.93 acres, the new zoning allows for a limited range of industrial activities, focusing on minimizing negative impacts on surrounding properties.
The principal planner presented comparative information on permitted uses and development standards across different industrial zoning districts. While initially there were no questions from the board, a request was made for a clearer presentation of the differences between the industrial districts for public understanding. The applicant supported the staff recommendation and confirmed the rezoning aligns with existing covenants. Concerns arose regarding the necessity of a traffic impact study, particularly with potential plans for a drive-thru. The planner confirmed that a traffic impact analysis would be required for future applications, noting the site’s previous traffic as a full-service restaurant.
The Brew Horizons rezoning application passed with a vote of 4-1. One board member raised concerns about the implications of changing the zoning designation, highlighting potential hazards associated with the existing access point. Despite this, the majority supported the rezoning, recognizing the industrial district’s potential for economic growth.
