Superintendent Michael Maine and Mr. Morrison presented the final millage rates and budget for the upcoming fiscal year. The proposed required local effort millage rate for 2024-2025 is 3.77 mills, a decrease of 0.118 mills from the previous year. The discretionary operating millage remains steady at 0.748 mills, while the additional voted millage decreased from 0.50 to 0.425 mills. The capital outlay millage remains unchanged at 1.5 mills. Despite some decreases, the proposed rates will result in a net tax increase. The public hearing on this issue concluded without any community feedback, and the board unanimously approved the proposed rates.

Safety and technology upgrades were also a focal point of the meeting. The board stressed the importance of ensuring all campuses have adequate communication capabilities, although some schools still require updates. These threats are being thoroughly investigated by the Martin County Sheriff’s Office and the district’s safety team.

Community concerns were strongly voiced during public comments. Elena Beasley, a parent from Palm City Elementary School, addressed the closure of a local swimming pool impacting the school’s swim team. Beasley emphasized the negative effects on students’ schedules due to late practice times at an alternate location and urged the board to work on keeping the original pool open and accessible.

Roger Savory also expressed frustration regarding the lack of communication from the board about a report he submitted concerning The Community Charter Academy (TCCA). He reiterated his call for the academy to be shut down, citing legal violations, and pledged to continue attending meetings until action is taken.

In a more positive light, Jennifer Disazo delivered the September District update, announcing a $220,000 donation from Edward Jones to South Fork High School. This generous contribution is earmarked for financial calculators for freshmen and sophomores and renovations to the on-campus thrift store, Bulldog Closet. This donation supports the district’s requirement for ninth graders to complete a financial literacy course, making South Fork High School the ideal recipient.

The board also recognized the retirement of Roslin Panet, who has served the Martin County School District for over 31 years. Jeff Raymond, director of talent acquisition and HR operations, introduced her, and Melissa Eversight, Panet’s current supervisor, praised her contributions to adult education and the community. Eversight noted, “She loves what she does… her love for our schools in our community is powerful.” Panet expressed her gratitude, stating, “I just thank God for the opportunity to be working in this school district.” Her retirement was marked as a significant emotional moment.

The meeting also shed light on student achievements and events. The board celebrated four seniors who were named semifinalists for the 2025 National Merit Scholarship program, placing them in the top 1% of students nationwide based on PSAT scores. Student representatives reported on various high school activities, including Jensen Beach High School’s Key Club service projects, Martin County High School’s National Honor Society induction, and South Fork High School’s debate team formation and fundraising efforts.

A presentation highlighted Constitution Week activities, with Mark CS and Judge Alan Forest discussing the importance of civic education. Over 150 classes benefited from guest speakers, including judges and lawyers, who provided insights into constitutional principles and government structures.

The board also addressed facility use by external groups, with a member raising questions about the nonprofit status and activities of certain individuals listed under category two for facility use.
