- Meeting Overview:
The Melrose City Council meeting focused on development agreements, infrastructure improvements, and community development concerns. Key decisions included the approval of a townhome project and the resolution to vacate an alleyway, alongside discussions on public utility updates and comprehensive plans. The meeting also addressed ongoing negotiations and community concerns about sustainable development.
In one of the most notable actions, the council moved forward with a development agreement for a new townhome project by Roach Development. This project will include 34 units across 17 buildings, with plans to close on the sale of multiple lots by mid to late November. Clarification was provided that playground equipment would not be included, as the development is aimed at older adults, and the developer assured the council of their commitment to maintenance, which received positive feedback from the community.
The council also finalized the vacation of an alleyway in Block 9 of the HJ Hasc Cap Edition. This decision followed a public hearing where residents inquired about the timing and implications of the move. The alley, long unused, was vacated to alleviate the city’s maintenance responsibilities, particularly following damage from a tornado. The decision allows neighboring property owners to incorporate the alley space into their properties, with the city clarifying that future maintenance responsibilities, such as tree care, will fall to these owners.
Infrastructure updates included the reopening of Main Street, which now features new stop signs and trail markers. While the project experienced delays, the council celebrated the street’s transformation and outlined plans for further improvements, including re-seeding and a final pavement course in the spring. Efforts to fill a supervisory position and recruit a new police officer are ongoing, with union negotiations continuing as a priority.
The council addressed community input on the comprehensive plan. During the Open Forum, Mary K. Honei voiced concerns about aligning the plan with Stearns County’s, fearing a loss of local control and the imposition of international directives. She urged the council to reconsider sustainability components, warning of adherence to broader frameworks. The steering committee for the comprehensive plan is drafting initial chapters, with public and county commentary welcomed, though county approval is not required.
Public utilities discussed the temporary suspension of well number seven due to water quality issues. The council adopted water and wastewater rate recommendations, maintaining current water rates for 2025 while making slight increases to wastewater rates. Successful discussions with major industries over significant industrial use agreements were noted, maintaining positive relationships.
In other actions, the council approved the renewal of the Stearns County prosecution service contract for 2025 and 2026, noting the increase in attorney costs rather than cases. They also discussed a special assessment for unpaid solid waste services, deciding to assess ten properties while writing off six due to ownership changes. The council considered altering the billing structure to allow annual payments, simplifying budgeting for residents.
The meeting included the hiring of Steve Courton Bush as a part-time streets and parks maintenance worker. His background in school maintenance was highlighted, and his hiring was met with enthusiasm. Additionally, the purchase of new radios for the fire department was authorized.
Old business featured the potential demolition of 406 Main Street East, with resident Nate Hilner’s proposal to save the building gaining traction. Hilner has entered a purchase agreement and begun cleanup efforts, with plans for a new roof installation supported by various stakeholders, including the Melrose Area Development Authority.
Upcoming vacancies on several boards were announced, with applications accepted until November 15. A special meeting is set for November 21 to review the 2024 budget and capital improvement plan. A lighting audit by Missouri River Energy Services was discussed, emphasizing the need for upgrades in municipal buildings, particularly for safety in the fire department.
