- Meeting Overview:
The Middleborough School Committee meeting addressed community concerns about high staff turnover and discussed plans for enhancing the district’s strategic initiatives. Public commentary underscored the unease among staff, while the committee concentrated on setting goals for the superintendent and evaluating the potential implementation of an HR department to improve staff retention and morale.
A significant portion of the meeting focused on the concerns raised by Kristen Phillips, a member of the public, regarding the considerable number of resignations within the district. Phillips shared unsettling accounts from parents, current, and former staff about feeling unsupported and fearful of speaking out against involuntary transfers and other issues. These testimonies prompted a response from the committee, with members acknowledging the validity of these concerns and stressing the necessity of incorporating staff feedback into the superintendent’s evaluations and future objectives.
Furthering the dialogue on staff welfare, members discussed the need for an HR department to conduct exit interviews and to resolve personnel disputes, a suggestion compared to practices in other districts. The committee examined the recent trends in retirements and resignations, acknowledging the importance of understanding and addressing the root causes behind these departures to foster a more stable workforce.
The conversation then shifted to the superintendent’s progress report, which included a detailed presentation on the district’s continuous improvement strategy. Emphasis was placed on effective monitoring to prevent this plan from becoming obsolete, with a biannual review involving a diverse group of stakeholders. The superintendent outlined evidence of progress in the four strategic initiatives: personalized student success, collaborative problem-solving, innovative and safe learning environments, and strong family and community partnerships.
The committee also examined the progress in narrowing equity gaps, emphasizing early efforts such as aligning elementary report cards, increasing restorative practices, and adjusting schedules at the middle and high schools. The establishment of a Common Ground group and the engagement of a consultant for professional development sessions addressed the support provided to staff in engaging in culturally sustaining practices and addressing equity.
Leadership programs for students were highlighted, such as the web program at the middle school and the Mark Per leadership group, which aim to foster student agency and community. The committee recognized the need for ongoing support in mental health, with progress noted in the development of clinical teams and counseling support, as well as the need for continued training for staff.
The meeting also touched upon the need for professional development that offers choices to educators, utilizing platforms like the Mass Partnership for Youth for training. Discussions on the safety audit steps and the addition of school safety references were brought up, acknowledging the importance of ensuring a secure learning environment for students.
In terms of curriculum and instruction, the committee emphasized the need for social skills integration, problem-solving, and mindfulness in the curriculum. The importance of identifying budget drivers in advance was mentioned, along with the leveraging of technology to enhance student assessment and instruction.
The debate over the proposed 6:30 AM school start time was revisited, with committee members recognizing stakeholder concerns about its practicality and the impact on families. Openness to further discussion and a review of the prior public discourse on the matter was expressed.
Lastly, the committee addressed the approval of school handbooks, noting updates such as gender-neutral language, smart watch usage policies, and consistent bus behavior expectations. The handbooks from the high school, middle school, and elementary school were approved.
