Middletown Council Honors Decades of Service and Celebrates Youth Achievements

In a recognition segment, the council honored former Middletown Police Chief Robert Les as the Distinguished Citizen of the Year. Mayor Tony Perry detailed Les’s extensive service, including his enlistment in the Marine Corps during the Korean War and his illustrious career in law enforcement, which culminated in his role as police chief until 1991. Les’s accolades, such as being named Policeman of the Year in 1980 and graduating from the FBI National Academy in 1974, were shared, alongside personal anecdotes about his family. Les was presented with a township key.
Bill Hell, a former fire chief, was also recognized for his 50 years of service to the Middletown Township Fire Department. Deputy Mayor Rick W. Hibell presented Hell with a key, emphasizing the importance of family in volunteer work and recalling how a neighbor’s house fire and his wife’s encouragement led him to join the fire company. Hell expressed gratitude for his journey in the fire service.
Similarly, John Ducker was honored for his 50 years of service to the fire department, highlighting his numerous roles, including his work with the 911 World Trade Center Health Program. Ducker, who continues to be involved in fire service activities, was presented with a key to the township. He expressed appreciation for the teamwork that defined his experience and invited others to consider joining the fire department, emphasizing that its successes are collaborative efforts.
The meeting also included several proclamations, such as designating December 2025 as impaired driving prevention month in Middletown and supporting the “Drive Sober or Get Pulled Over” holiday campaign. Several ordinances were discussed and passed without public objection, including one authorizing the acceptance of a deed of conservation easement and others related to right-of-way dedication and amending health-related fee schedules.
The council adopted a consent agenda, approving resolutions concerning various township matters, including a place-to-place liquor license transfer. During committee comments, members reflected on the importance of community service, particularly highlighting the long service of former Chief Hibell and Captain Ducker in the fire department. A member expressed gratitude for the mentorship provided by both individuals, acknowledging their ongoing contributions to the community.
