- Meeting Overview:
In a recent meeting of the Middletown Town Council, focus was placed on the adoption of the town’s budget, with discussions on the financial challenges posed by new state mandates, specifically in stormwater management, and the efforts to mitigate the economic impact on residents. The council also introduced ordinances aimed at alleviating commuter expenses and managing sewage regulations, while setting the stage for community events with approvals for upcoming firework displays. The meeting was also a platform for recognizing the achievements of local sports teams and for addressing various community concerns raised during the public comment session.
The Chief Financial Officer, Colleen Lapp, delivered a comprehensive budget presentation that underscored the economic hurdles facing the town. Lapp detailed the major cost centers in the budget, the breakdown of tax levies, and the changes in property tax from the previous year to 2024. A noted increase in the average residential assessment was coupled with the impact of inflation, which has become a prominent factor in the town’s financial planning. Specific cost drivers were highlighted, including the necessity of funds to prevent high-density housing and a significant uptick in health insurance costs. The presentation aimed to balance the need to minimize the economic impact on residents while maintaining a commitment to providing essential services.
Insurance costs, particularly health insurance, were marked as a substantial budgetary concern. The council revealed that they had successfully negotiated a smaller increase in insurance costs compared to the state health benefits plan. However, they also acknowledged the need to increase the budget for fire hydrants, following rate increases determined by the Board of Public Utilities (BPU). Further complicating the town’s financial outlook is the introduction of new stormwater management requirements, which are anticipated to dramatically inflate the budget line in the coming years. The council conveyed apprehension over the growing regulatory demands from the state, as well as the financial strain accompanying these mandates. The practicality of compliance with new regulations, such as street sweeping mandates, hiring a certified tree expert, and the necessity for tree removal permits, was questioned, along with concerns over increasing fuel costs.
In a bid to address commuting expenses, the council introduced an ordinance aimed at reducing New Jersey Transit commuter parking lot fees to counteract fare increases.
The council also acted on several ordinances and resolutions during the meeting. An introduced ordinance delegated authority to the township sewage authority concerning the inspection and enforcement of regulations on grease traps and interceptors, a move likely intended to ensure environmental compliance and public health. The council approved resolutions authorizing firework displays for the Beacon Hill Country Club and Riverview Foundation fundraiser, set for July 3rd, 2024. Another resolution authorized the person-to-person transfer of a liquor license, a routine but necessary action for the maintenance of local business operations.
Community achievements were celebrated as the council recognized the Middletown South B8 G9 and B10 travel basketball teams for winning the winter 2024 mid-mammoth championships. The mayor lauded the teams for their demonstrations of teamwork and sportsmanship. The coaches and players expressed their gratitude.
The meeting provided a platform for public engagement, with members of the community raising various issues during the comment session. Concerns were voiced about the stormwater management budget, specifically regarding the potential increase in sewer bills and the impact of unfunded mandates. An individual questioned the rationale behind the recent installation of a four-way stop sign, citing safety concerns related to potential accidents. Another community member inquired about ongoing activities at Crestview Pharmacy and expressed interest in the addition of a drive-thru coffee shop in the area.
