Millburn Town Historical Preservation Commission Reviews Garage Renovations; Roof Deck Proposal Sparks Debate
- Meeting Overview:
The Millburn Town Historical Preservation Commission’s recent meeting, held on January 8, 2026, saw discussions around the approval of various property modifications within historic districts, notably focusing on a proposed garage extension and renovations on Northern Drive, as well as a contentious roof deck addition on Cedar Street.
One of the primary items on the agenda was Application Number 627 concerning a property on Northern Drive, located within the North Hills Park Historic District. The applicant, Kevin Willins, along with architect Nicholas Juliano, presented updates on their renovation plans, which included an extension of the existing garage, renovations to the main house, and a new three-car garage addition. The architect detailed the updates as minor yet functional improvements, emphasizing the use of true wood for the windows and a historically appropriate design for the garage door. This approach aimed to enhance the property’s functionality while preserving its historical character. The commission engaged in a thorough discussion.
Equally significant was the application for a property on Cedar Street, situated within the Wyoming Historic District. Here, the applicants proposed constructing a wood parapet on the garage roof to create a modest outdoor deck. This proposal sparked substantial debate about its impact on neighboring properties, particularly concerning privacy and visibility. The architect, presenting for the first time before the Millburn commission, outlined the design intent to transform underused space into a family gathering area without altering the home’s massing or architectural character. Concerns were raised about the deck’s visibility from the street and its potential to intrude on neighbors’ privacy. The architect assured that standing individuals would be visible from the street, but seating would be partially obscured, similar to the existing porch.
Further scrutiny was directed at the proposed lighting for the roof deck. Practical lighting was deemed essential for gatherings, but there were apprehensions about potential disturbances to neighbors. Suggestions included using discreet ambient lighting, such as LED strips or small table lamps, to minimize intrusion. Additionally, the proximity of the garage to property lines, at just 27.5 inches, prompted concerns about noise and runoff, with one neighbor highlighting the lack of a buffer zone as a potential issue.
The commission also revisited plans for 8 Chestnut Place, a property within the Shore Hills District Park historic district, where applicants Ross and Leticia Cretzman presented revised proposals. Key changes included the transition from asphalt shingles to a standing seam copper roof and maintaining slate on the back of the house. The applicants also proposed matching new shutter designs with existing louvered shutters and opting for a uniform grill pattern on windows. These adjustments were made in response to previous feedback, with the commission deliberating on these updates to ensure they aligned with the district’s aesthetic standards.
Lastly, the commission discussed advisory applications concerning Taylor Park Gateway improvements, specifically proposed lighting enhancements. Concerns were raised about taking a piecemeal approach to improvements without a comprehensive master plan, which could lead to inefficiencies. While safety was acknowledged as a priority due to the park’s nighttime darkness, the commission stressed the importance of ensuring that any enhancements fit within a broader strategic vision that respects the park’s historic character.
