- Meeting Overview:
In a contentious meeting, the Minneapolis City Council successfully overturned Mayor Jacob Frey’s veto of the 2025 General Appropriation Resolution, despite his objections. The decision came after discussions over budget priorities, employee compensation, and police department policies.
The council’s most significant action was the override of Mayor Frey’s veto concerning the 2025 General Appropriation Resolution. This decision required a two-thirds majority, or nine affirmative votes, which the council achieved with a vote of nine in favor and four against. The budget resolution’s adoption came amid broader discussions about fiscal responsibility and community priorities. Some council members argued that the revised budget better addressed the needs of working-class residents and underserved communities, while critics expressed concerns over deferred projects and the impact on city employees.
Council Member Palmisano was vocal about the implications of the budget adjustments, particularly the denial of cost-of-living increases for 161 city staff members. Palmisano criticized this decision. This sentiment was echoed by other members who worried about the message sent to city employees regarding their value and the potential long-term costs of such budgetary measures.
Another focal point was the council’s decision to address employee compensation by denying wage increases, which passed narrowly with seven votes in favor and six against. Vice President Chughtai highlighted that this decision contributed over a million dollars in budget reductions, part of broader efforts to manage the city’s financial resources. However, the move faced strong opposition from some members, who argued that it undermined employee morale and deferred essential projects.
The meeting also tackled the issue of police department staffing and policies. A resolution for a one-year extension of a letter of agreement with the police federation regarding critical staffing overtime was discussed. Amendments proposed by the police chief aimed to prioritize department duties over off-duty employment, addressing concerns about officer wellness and workload management. Despite some members’ calls for further clarification and time to process these changes, the resolution was approved without a committee recommendation.
Another point of contention was the vetoed resolution expressing solidarity with nonviolent campus activism supporting Palestinian human rights. The council attempted to override the mayor’s veto but fell short, with only seven votes in favor and six against, failing to reach the required nine votes. This outcome prompted expressions of regret from some council members, who emphasized the importance of recognizing student activism and human rights issues.
Some members, such as Council Member Ellison, called for greater cooperation between council members and the administration, emphasizing the need to focus on residents’ experiences rather than internal political disagreements.
As the chairperson of the meeting concluded the session, there was a collective acknowledgment of the year’s challenges and achievements. The council members expressed a need for rest and preparation for future governance efforts, recognizing the historical significance of the recent budget veto and the ongoing need for dedicated collaboration in navigating the city’s complex political landscape.
