Minneapolis Council Tackles Climate Goals Amid Concerns Over Gas Emissions and Renewable Energy Progress

Even though there has been a decrease in electricity emissions, the fossil gas sector has seen only a 1% reduction, which was deemed insufficient by the committee. This lack of progress in reducing gas emissions prompted calls for increased resources and innovative solutions to decarbonize this sector, which is critical for the city’s broader climate strategy. The need for community engagement and action to address emissions from residential and commercial sectors was emphasized, especially given the reported increase in gas use in commercial industries.
The meeting revealed that while the city has achieved 97% renewable electricity in municipal operations through large purchases in Xcel’s Green Tariff Program, challenges remain in reaching broader goals. The city is currently sourcing only 40% of its electricity from renewables, well short of the 100% goal set for 2030. This gap is attributed to fluctuations in renewable electricity generation, particularly from the grid managed by Xcel Energy.
Council members discussed the potential of local renewable energy contributions, which currently stand at a mere 8%, far below the target of 40%. The period between 2017 and 2019 saw a rise in community subscriptions to renewable programs, but participation has since declined. The council noted the importance of bolstering community engagement to boost these numbers.
Another focal point was the Home Electrification Guide, a city initiative launched to assist homeowners in transitioning to electric energy systems. Despite its success, with over 8,300 visits to the dedicated website, the program highlighted the broader issue of inadequate home insulation, which poses a barrier to electrification. This finding was supported by a report revealing that nearly half of the city’s homes lack sufficient wall and attic insulation.
The meeting also addressed the city’s interconnection processes for contractors and individuals, which have experienced delays. A new capacity map was introduced to help residents check local energy capacity. Additional programs like the Battery Storage Incentive Program and Renewable Connect Flex aim to encourage solar energy adoption, but infrastructure investments and interconnection improvements are required for these initiatives to succeed.
The reduction of commercial and industrial natural gas use was outlined as a priority, approached through a three-pronged strategy involving campaigns, energy audits, and rebates. The city has expanded its benchmarking program to cover energy audit costs for properties with poor energy performance, achieving notable results with the Minneapolis Public Schools participating actively.
The meeting concluded with discussions about the city’s dependency on fossil gas and the need for clean heating technologies. Patty O’Keefe from the Energy Vision Advisory Committee emphasized the need for alignment between the city’s goals and those of utility partners. She stressed the importance of updated targets and increased accountability to meet emissions reduction objectives.
