Minneapolis Heritage Preservation Commission Denies Demolition of Historic Mount Olivet Lutheran Church

Scali highlighted a division in assessments between the city’s Department of Community Planning and Economic Development (CPAD) and an eligibility study conducted by Landscape Research LLC. While CPAD supported landmark designation based on architectural criteria, the study commissioned by the applicant contended the church was neither the first nor the most distinctive Gothic Revival building in Minneapolis.
During the commission’s deliberation, attention was given to the economic and structural arguments posed by the applicant. The applicant proposed demolishing the church to create a new building with amenities such as a brewery and coffee shop. However, Scali and the commission found the applicant’s claims lacking, particularly regarding the building’s structural integrity and economic viability for renovation. Scali pointed out the absence of a structural report from a civil engineer supporting claims of danger or unsafety.
The commission also considered the estimated $11 million renovation costs, questioning the necessity of such extensive repairs. Staff argued that many suggested improvements were not essential for continued use, and that successful examples of church reuse existed within the city. The applicant’s representative, David Los, senior pastor of the church, presented their vision for the site, citing a desire to foster community connections and reduce isolation. He noted the church’s original role and subsequent decline in use since the pandemic, emphasizing their commitment to creating a sustainable, community-focused space.
Despite these arguments, the commission maintained that the building’s architectural integrity and historical significance warranted preservation. Commissioner Alexander underscored the sustainability of existing structures, advocating for the building’s retention. During discussions, it was noted that the church’s foundation, built on wood and steel pylons, had not been deemed unsafe.
In concluding the debate, Commissioner Rodriguez moved to deny the demolition application, establishing interim protection for the church while commissioning a designation study. This motion, seconded by Commissioner Masten, passed unanimously. The decision initiates a year-long period in which the property will be evaluated as if it were a designated landmark, with any alterations subject to review.
The meeting also touched upon the broader implications of preserving historic structures, with commissioners expressing concerns about the loss of unique architectural styles. The church, though not the most recognized work of Bard and Vanderbilt, remains a significant piece of Minneapolis’s architectural landscape.
