In another significant agenda item, the commission considered proposed alterations to the Nicollet Island Pavilion, a property in the St. Anthony Falls Historic District. The applicant proposed replacing deteriorated wood siding and non-historic windows with Hardy Plank siding. While the applicant argued for the material’s durability and cost-effectiveness, staff raised concerns about its historical inaccuracy, recommending in-kind wood lap siding to match the original.
The Nicollet Island Pavilion proposal sparked a debate among commissioners. The historic architect involved defended the choice of Hardy Plank, citing its longevity compared to wood, which historically required frequent replacement due to rapid deterioration. The applicant emphasized the financial constraints of the Minneapolis Park and Recreation Board, owners of the pavilion, highlighting the long-term savings offered by Hardy Plank. Despite some support for the modern material solution, concerns persisted about adherence to preservation standards, leading to a nuanced discussion without a definitive resolution during the meeting.

Concerns were raised about the impact of non-historic materials on the building’s integrity. Ultimately, the commission voted to deny the certificate of appropriateness for the window replacement.
