Minneapolis Planning Commission Approves Expansion of Sober Living Facility Amid Community Concerns

Margie Pierce, owner of the Fellowship Soberhouse, emphasized the need for sober housing in Minneapolis, citing recent legislation that led to the closure of many such facilities. Pierce stressed the property’s unique suitability for diverse resident needs, stating, “There’s a reason I wanted this property; it meets the needs of a lot of different people with different requirements, and that’s very rare.”
However, community members expressed reservations. Lynn Barnhouse, a long-term neighborhood resident, highlighted concerns about absentee ownership and property neglect, which had resulted in issues like unkempt gardens and poorly maintained sidewalks. Another resident described a nearby property as an “eyesore,” raising practical concerns about garbage management, particularly with the absence of an alleyway for waste collection. The need for additional trash and recycling containers was noted, given the proposed increase in occupancy.
In response, a representative of the property addressed these maintenance issues, acknowledging the challenges posed by new sober housing laws. They assured the commission of their commitment to improving property management and noted plans to purchase the property, signaling long-term investment in its upkeep. They also described unique features of the property, such as its house-church hybrid structure, which contributed to its landscaping challenges.
The commission discussed the importance of maintaining open communication between the property management and the community. A proposal was made to display contact information at the property, allowing residents to report issues directly, while avoiding explicit identification as a sober home to protect residents’ privacy.
Amid these discussions, the commission also addressed broader zoning policy issues. The meeting revisited a previous project on Nicollet Avenue, where the elimination of parking requirements enabled the development of more affordable housing units. It was noted that adherence to old parking requirements would have reduced the number of units constructed. This outcome underscored the positive impact of policy changes on housing availability.
As the session drew to a close, the commission briefly touched on an upcoming city council meeting concerning an appeal related to window requirements for a bathhouse project, which had previously been approved by the planning commission.
