In addition to zoning and commercial expansion issues, the council addressed plans for a 2025 street improvement project, which sparked a discussion among residents about infrastructure and financial assessments. The project targets improvements for Windridge Trail, Pine Circle, and the Trillium area, where road conditions have deteriorated significantly. The proposed plan involves full-depth reclamation to restore the roads, with a budget of approximately $1.46 million. The city will cover 50% of the costs related to surface and stormwater improvements. Assessment caps were set at $10,000 per unit for benefiting property owners, with variations depending on location. Hardship deferments are available for eligible community members.
During the public hearing on the project, residents of Pine Circle expressed concerns about the potential damage from heavy machinery, referencing previous issues on County Road 44. One resident suggested that the city should be responsible for any such damage. Another resident supported the retention of a cul-de-sac island, emphasizing its safety benefits, which the council appeared open to considering.
Further discussion during the meeting focused on the financial implications of the road assessments. Roger Schmidt, a resident, sought clarification on the costs associated with a 20-year payment schedule for the road improvements.
The council also deliberated on the assessment of a vacant property on Trillium Lane East, adjacent to a road slated for improvement. The property owner questioned whether it should be exempt from assessments due to its access to County Road 44. Council members noted that if deemed buildable, the property would typically be assessed, aligning with past practices.
