Montclair Commission Backs Historic Signage for St. Mark’s Church Despite Ordinance Challenges

Established as the first Methodist Episcopal Church in Montclair in 1836, St. Mark’s became the first African-American institution in the town in 1880. The church has been a cornerstone of the community, playing a role in founding the local YMCA and connecting with influential figures in the African-American community.
Betty Holloway, a member of the church and co-leader of the project, presented the proposal to the commission. She detailed the church’s history, highlighting its resilience following a destructive fire in 1947, which necessitated its relocation to its current site. The proposed sign, measuring 48 inches tall and 42 inches wide, would be mounted on a pole, with 3 feet of the structure buried in cement and 4 feet visible above ground. Although the sign’s height exceeds ordinance limits by two feet, the commission noted its detached placement and unobstructed visibility.
During the presentation, Holloway emphasized the importance of contextualizing the church’s history through the signage. She referenced similar markers at other New Jersey historical sites. The commission’s role was advisory, as the final decision on the sign rests with the zoning board of adjustment. Commissioners expressed strong support for the project, with one stating the historical context justifies the ordinance variance, noting, “If we’re going to approve a sign that’s bigger than the ordinance allows, having it be for a reason that explains the history of a building is the whole point of why we’re here.”
Following the church’s application, the commission evaluated a proposal from BDP Holdings concerning freestanding signs for their Erie Street property. The application sought variances due to noncompliance with setback requirements, as the signs would be positioned near a municipal parking lot. BDP Holdings’ representative outlined the need for two signs: one at the northern entrance from Erie Street and another directional sign off Oak Place. While the signs themselves adhered to size regulations, their placement conflicted with setback rules due to the property’s irregular shape.
Commissioners delved into the property’s history, linking it to Montclair’s industrial past as a former United States Printing Company warehouse dating back to 1907. They acknowledged the site’s transformation into a vibrant area, now home to small businesses and a popular coffee shop, which positively impacted the community’s appeal. One commission member remarked on the successful revitalization of a challenging site, highlighting the development’s contribution to Montclair’s economic and social landscape.
As the meeting progressed, the commission adopted several resolutions. These included the total demolition of a drive-thru bank building on Valley Road and facade updates for Gillette Sandwich Bar LLC at 2025-27612 Valley Road. Another application for facade updates on Bloomfield Avenue, associated with ATM Core, was also reviewed and adopted with noted abstentions.
