The application, presented by the representative Angelo Saell Jr., outlined the project’s economic benefits and the preservation efforts for the theater. Key features of the redevelopment include the restoration of the theater’s facade, improvements to retail spaces, and the inclusion of three residential apartments. The plan also encompasses aesthetic enhancements, such as the commissioning of a mural and updated facade treatments to reinvigorate the theater’s historic charm.

Senior Project Manager Brandon Youngan from rhg architecture + design detailed revisions made to the project in response to feedback from the planning board, engineers, and the historic preservation commission. Adjustments to the retail space were highlighted, including widened windows and wheelchair-accessible entrances, along with the final design layout of the apartments. The affordable housing requirement was waived, and updates to the facade treatments were explained, particularly the wall-mounted light fixtures and windows on the East facade. The art gallery’s involvement in the mural procurement process was also discussed.

Concerns about parking space adequacy and Americans with Disabilities Act (ADA) compliance were addressed. The sidewalk width in front of the proposed retail space is to be extended to at least five feet, and a wheelchair ramp will be added at the end of the sidewalk. The client proposed relocating the existing west parking spaces slightly to ensure a clear pedestrian pathway and discussed solutions for effective lighting and safe egress, including the possibility of installing lights above 15 feet for better illumination.

Debate ensued over the need for additional parking and the requirements for ADA-compliant accessible pathways, given the absence of elevators in the building. The board considered various solutions to ensure accessibility, including the installation of a concrete pad to protect entrance doors. Additional discussions on building design included the placement of rooftop units, lighting plans, and the need for a roof over the dumpster enclosure. The engineer’s drawings were reviewed, focusing on sidewalk thickness, expansion joints, and curb details.

Noise concerns for future apartment residents due to the theater’s operations were addressed, as well as the potential for assigned parking spaces. The board examined the drainage plan, advocating for trench drains and the connection of roof leaders to the storm sewer to prevent flooding. Despite seeking waivers for light intensity requirements and deviations from the proposed drainage plan, the board deliberated on conditions to be included in the approval, such as the drainage system’s maintenance and the preservation of existing walkways.

The board’s decision to approve the application, pending the submission of a revised plan for professional review, marked a step forward for Montclair’s community revitalization efforts.
