Smullen’s assessment led to a consensus among commission members that more robust evidence was necessary to justify the demolition, particularly concerning the garage’s structural integrity and the applicant’s claims of hardship.
The discussion expanded to include the potential integration of an accessory dwelling unit (ADU) with the garage, intended for multigenerational living. The applicant, Aaron Kissell, and architect Francis Klein, presented their proposal, emphasizing the need for a larger, more accessible garage to accommodate a family vehicle and bicycles. They proposed modifications to maintain historical integrity while expanding the structure, focusing on accessibility and functionality.
Despite the support for the concept of a multigenerational home, the commission remained firm on compliance with historical preservation standards. Members requested further documentation, particularly a structural engineer’s report, to evaluate the application properly. The commission deferred its decision to a future meeting.
Simultaneously, the commission reviewed proposals for maintenance work on two historic school buildings, funded by a Board of Education referendum. At 49 Orange Road, a building dating back to the late 19th century, the focus was on replacing the shingle roof and repairing the Koopa—an ornamental structure atop the building—and the wood cornice. The representatives from PRS Architects detailed the challenges of preserving the Koopa, concluding that a full replacement was necessary due to its deteriorated state. A digital scan was utilized to ensure that the new structure would replicate the original’s appearance while integrating weather-resistant features.
Discussions about 22 Valley Road highlighted similar restoration goals, emphasizing the importance of maintaining the historical integrity of Montclair’s oldest public education building. The commission members generally supported the proposed work, acknowledging the need to balance preservation with modern requirements and fiscal responsibility. Concerns about the use of imitation slate for economic reasons were addressed, with assurances that the materials would maintain the buildings’ aesthetic consistency.
