Montclair Zoning Board Addresses Townhouse Development Plan

The applicant’s attorney assured that documentation proving the remediation process would be provided.
Beyond environmental worries, the development faced scrutiny over its compatibility with the neighborhood. The proposed townhouses, described as varying from the traditional single-family homes in the R1 Zone, brought forward issues such as increased traffic and the impact on nearby properties. During the meeting, the architect presented a design meant to integrate with the area’s mixed-use character, while members of the audience questioned the necessity and appropriateness of the project.
The board grappled with various aspects of the proposal, including the design of the townhouses, the number of parking spaces, and ADA compliance. The developer proposed 21 parking spaces, exceeding requirements, with provisions for ADA parking and electric vehicle spaces. Every unit was claimed to be fully ADA compliant, featuring adaptable ground floor office space that could be converted into a kitchen.
Architectural details were discussed, from material choices to the layout of decks and railings. The debate also encompassed stormwater management, building coverage variances, and the visual impact on the neighborhood. The proposed flat roofs with garden areas, parapet walls, and real vegetation were a point of interest, as were the fire-resistant and weather-resilient materials.
Concerns about the project’s density, the average size of the units, and potential changes to the neighborhood’s character were raised by audience members. The developer’s defense pointed to the evolving nature of the area, with existing commercial and retail properties supporting a modest increase in density.
Suggestions for alternative garbage collection methods emerged amidst fears of odors and rodent problems. The board and residents alike grappled with the development’s aesthetics, with one audience member describing the design as a “monstrosity” and advocating for it to have a more homely appearance.
As the meeting progressed, discussions touched on the historical and residential character of the South End neighborhood, the logic of design choices, and the potential impact on traffic flow. Alternative access points to the property were suggested to mitigate effects on neighboring homes.
The meeting concluded without a resolution, as the proposed construction’s details and variances remain under scrutiny.
