- Meeting Overview:
During the recent Montgomery School Board meeting, a primary focus was on revising the district’s anti-bullying policy. The board discussed a proposed change aimed at streamlining the process for handling allegations of harassment, intimidation, and bullying (HIB). This change is intended to reduce the burden on staff and minimize unnecessary trauma for students, given that many allegations do not meet the strict legal definition of HIB yet still require attention.
Discussion also touched on the impact of increased training and awareness on reporting, with a noted correlation between the number of trainings and reported incidents. The role of social media in complicating bullying scenarios was acknowledged, as many incidents occur outside school but manifest within the school setting.
The meeting further addressed the academic performance of students across the district. Dr. Stacy Young presented data from the statewide assessments for the 2023-2024 school year, revealing disparities in performance among different student subgroups. In English Language Arts (ELA), 58% of third graders met or exceeded expectations, a figure that increased across grade levels. However, significant performance gaps were noted, with only 46% of Black students meeting or exceeding expectations compared to 88% of Asian students. Similar trends were observed in math, with third graders achieving 74% meeting or exceeding expectations, but only 28% of Black students and 45% of Hispanic students reaching these benchmarks, highlighting persistent disparities.
In mathematics, district-wide comparisons showed progress, with performance improving from 67% in 2022 to 76% in 2024 for standards being met or exceeded. The school board discussed interventions, such as the MAP program Bridges and hiring additional interventionists, to support students struggling in math. Concerns were raised about a notable decline in math scores from seventh to eighth grade, attributed to the variety of assessments available to eighth graders.
Science assessments further highlighted racial disparities, with only 24% of Black students and 31% of Hispanic students achieving proficiency or advanced levels, compared to 75% of Asian students. The board emphasized the need for targeted interventions to address these gaps.
Recognition of excellence was also a highlight, with Stephanie Lachenauer being named New Jersey Teacher of the Year. Her achievement was celebrated with a well-coordinated event attended by various dignitaries.
In public comments, parents expressed concerns about the district’s handling of bullying reports. One parent shared their frustration with the response to a bullying incident involving their child, citing inadequate communication and a lack of follow-up. Another parent echoed these concerns, questioning the effectiveness of the current chain of command and emphasizing the need for psychological support for both victims and perpetrators.
The meeting also addressed issues of resource allocation and accessibility. A parent raised concerns about the limited access to tennis facilities, urging the board to facilitate better agreements with the township. The lack of designated parking for individuals with disabilities at the tennis courts was also highlighted as an area needing attention.
She reassured parents that the district’s policies and timelines are publicly available and that ongoing discussions with the township aim to improve community access to recreational facilities.
