Monticello School Board Secures Savings Through Bond Refinancing

The Monticello School Board recently held a meeting on January 6, 2025, where they addressed a financial opportunity. The board successfully refinanced a portion of the 2016 bonds, resulting in a substantial increase in savings from an initially anticipated $125,000 to approximately $490,000. This financial maneuver, akin to refinancing a home mortgage, was praised for its favorable interest rate and eventual impact on taxpayer obligations.
The refinancing focused on bonds maturing between 2027 and 2034, with an initial pre-sale estimate of an interest cost of 2.98%. However, the actual rate secured was a more advantageous 2.45%, thanks to an underwriter’s premium. This allowed the district to reduce the total bond issuance from $12.7 million to $12.46 million. The board was presented with a debt service comparison, clearly illustrating the old versus new debt service schedules and the resulting savings. A notable aspect of the refinancing is a strategy to maintain a consistent tax rate through 2031, with a substantial decrease anticipated in 2032, potentially enabling future projects without increasing taxes.
During the discussion, a suggestion was made to return the unexpected savings to taxpayers by reducing the tax levy by $365,000 in the next truth in taxation process. However, caution was advised due to uncertain revenue streams, particularly in light of potential state funding decreases and federal government actions. It was emphasized that the savings from debt service could not be transferred to operational budgets, as these funds are strictly designated for debt repayment. The anticipated tax savings are set to be realized in 2032, transitioning from a 4.5% tax rate to just over 3%.
In addition to financial matters, the board addressed several organizational items. Jamie Seban was elected as chairperson, Casey Root as vice chair, and Melissa Curtis as clerk, all by acclamation. The board also designated the Monticello Times as the official newspaper, set meeting schedules, and assigned committee roles, all decisions passed without opposition.
Superintendent Eric Olson highlighted the district’s receipt of $16,500 in donations, including $8,000 from Wright County United Way for a mindfulness program and $5,000 for students in need. The board accepted these donations with unanimous approval.
The meeting also included a first reading of policy 613 concerning graduation requirements. The policy reflects changes from a semester to a trimester system, undergoing some minor formatting adjustments. No action was required, and the policy’s review status will be noted on the district’s website.
