Moorhead City Council Enforces Three-Day Suspension for Onyx Bar’s Liquor License Violations
- Meeting Overview:
The Moorhead City Council meeting on July 14th addressed issues, including a three-day suspension of Onyx Bar’s liquor license due to repeated violations, community recognition awards, and ongoing city infrastructure concerns.
Onyx Bar, owned by Mr. Santiel, faced scrutiny due to multiple liquor law violations within a 24-month period. The council considered a recommendation for a three-day license suspension and a $1,000 administrative fee for Onyx. Reports from the police detailed incidents, including underage drinking, unauthorized after-hours activity, and an event where a staff member was seen exiting with an open beer bottle past the permitted time.
The first violation involved underage patrons consuming alcohol at the establishment. The second offense occurred during a late-night bar check in November 2024, when officers found the bar in operation with patrons consuming beverages, despite regulations requiring closure. Additionally, an individual with an outstanding warrant was present and fled from authorities.
The most recent violation in June involved a large event that led to complaints about towed vehicles. Officers observed non-compliant activity past 2:30 a.m., including a staff member with an open beer bottle and patrons who were not part of a cleaning crew. Mr. Santiel contested the charge, claiming only staff were present and engaged in cleaning.
Lieutenant Detloff presented evidence, including body camera footage, confirming non-compliance with city codes. The council deliberated on the necessity of enforcing the three-day suspension to ensure adherence to liquor laws. The motion to uphold the sanctions passed without opposition.
In addition to the Onyx Bar case, the council recognized local contributions to the community. Sarah Opitz received the Moreheart Award for her work with the Lotus Center and Recovery Engaged Community, supporting individuals in recovery. Opitz thanked the community for its collaborative efforts in creating positive change in challenging neighborhoods.
First Community Credit Union (FCCU) was honored for a $50,000 donation toward renovating Matson Field, a historic baseball facility. Renovations began in July, with completion aimed for the 2026 season. The Mayor highlighted the community’s nostalgic ties to the field and encouraged ongoing involvement.
The council also addressed infrastructure concerns raised by residents. Anita Dwis from Crystal Creek presented issues with a levy behind her property, citing ineffective drainage and standing water. The council acknowledged her concerns, noting the high cost of potential regrading and planned to monitor grass growth as a temporary measure.
During public hearings, the council discussed a hazardous building at 14074th Avenue North, damaged by a 2024 garage fire. With no communication from the deceased owner’s estate, the council approved resolutions for its demolition.
Another major topic was a request from FM Auto Sales for boulevard parking. The business had been using the space without proper permits, leading to a staff recommendation to deny the request based on city codes and maintenance concerns. The council debated the merits of a delay versus immediate denial, with some members advocating for more information before a final decision. Ultimately, a motion to deny the request was made, emphasizing the need for a site plan and adherence to existing regulations.
