Moorhead School Board Addresses Special Education Growth and Federal Funding Challenges
- Meeting Overview:
The Moorhead Area School Board meeting on October 27, 2025, focused heavily on the district’s special education services and federal funding adjustments, amidst discussions on enrollment growth and community engagement.
The board’s in-depth analysis of special education services revealed that as of October 10th, 1,840 students were enrolled in special education programs. This total includes students from birth to age 22, regardless of their district of residence. The rise in special education enrollment is largely attributed to the district’s robust early intervention programs.
Board members discussed the implications of these numbers, with particular focus on whether the district’s staffing levels were sufficient to meet the increasing demand. It was noted that additional special education staff had been added for the current school year, including the repurposing of certain positions to better accommodate classroom needs. However, the ongoing challenge of keeping pace with the growth in special education numbers was acknowledged, especially as the district continues to attract students with higher needs from surrounding areas and even other countries.
In addition to these discussions, the board explored the broader impact of being a regional center for special education services, including the anticipated opening of a juvenile psychiatric hospital in the county. This facility will require the district to provide educational services, further complicating staffing and funding considerations. The superintendent highlighted the need for collaboration with county commissioners to address the financial challenges that the new facility will present.
Another item on the agenda was the district’s federal title funding. Dr. Larson and Isaac Lindberg provided an overview of the current status of federal title programs, noting that preliminary allocations were delayed this year, with initial awards received only in the summer, rather than the usual March timeline. The district was allocated approximately $2.3 million in federal title funds, covering various programs including Title I for at-risk students, Title II for professional development, and Title III for English learners.
Lindberg explained the district’s strategic decision to focus these funds on K-4 levels to enhance interventions and coaching. A critical aspect of the discussion was the sustainability of existing supports, particularly literacy coaches whose grant funding had expired. The district managed to continue funding these positions through an increase in the Title I budget.
The board also examined the requirement to serve any school with a free and reduced lunch rate exceeding 75%, which affects funding allocation for the Alternative Learning Center (ALC). Lindberg noted the flexibility of funding sources, with potential shifts from Title II and Title IV to Title I, offering additional sustainability options.
Community engagement was another focal point, with initiatives aimed at involving families in the education process being emphasized. The board recognized the importance of family engagement efforts, particularly at the elementary level, in enhancing educational outcomes.
In other business, the board approved a resolution accepting numerous donations from community members and organizations, directed towards various school supplies and programs, including contributions for specific sports teams. The board expressed gratitude for the community’s support.
Superintendent updates included announcements about the upcoming fall musical “Frozen,” with ticket sales starting on November 7th, as well as the kickoff of the winter sports season and ongoing partnerships with local colleges.
