- Meeting Overview:
During the recent Morris Plains Borough Council meeting, focus was given to public health concerns, infrastructure projects, and environmental initiatives. Key newsworthy elements included the Board of Health’s actions on new health risks, sanitation improvements, and debates on an environmental charter and a tree ordinance.
The Board of Health reported new rules from the State Health Department for testing animals for rabies, including Avian flu precautions, and a new communicable disease in New Jersey, feline Taria. In response to these health risks, the Board is revising the cat ordinance and seeking feedback from stakeholders. Additionally, they conducted various health-related activities, including blood pressure screenings, a food handlers class, and a Family Health Day event. Animal Control has been conducting welfare checks for roaming cats and managing injured wildlife situations.
Infrastructure improvements were another focal point, with the council authorizing the solicitation of public bids for solid waste collection and transportation services. The Sanitation and Sewers Committee is exploring competitive bids for manual and automated trash collection methods. The engineer provided updates on capital road projects.
The council also showed commitment to environmental matters, with discussions around the Green Team’s charter and their role in implementing a clean energy program in New Jersey. A proposal to support the Energized New Jersey program, a significant infrastructure upgrade investment, was also on the table. However, concerns were raised about the storage of privately owned salt and solid deicing materials and the potential environmental impact, highlighting the need for proper storage requirements.
On the legislative side, the Shade Tree Committee expressed concerns over a proposed tree ordinance, fearing conflicts with existing laws and financial implications for the borough. After a public hearing, the ordinance did not pass.
The Morris Plains Fire Association and the Knights of Columbus Council received approvals to serve alcoholic beverages at their annual family picnics. Furthermore, the public safety committee commended the fire and police departments for their response during the heatwave, and Officer Ferris was recognized for receiving the Police Shield award.
The Recreation Commission’s updates included hosting a senior citizens’ luncheon and an upcoming play preview. Additionally, the Girl Scouts are raising funds for a new game at Simons Park.
Financially, the borough is poised to experience lower property tax payments over the next 12 months, attributed to increases in ratables and a favorable school tax, as reported by the finance committee. This news provides some relief to residents and reflects positive economic management.
Lastly, the council addressed ongoing community issues, such as the need for additional cleaning services and persistent flooding at the bridge underpass. The meeting concluded with a motion for an executive session to discuss topics permitted under specific regulations.
