Morris Planning Board Deliberates on Minor Subdivision and Master Plan Updates

Attorney Jason Tuell, representing the applicants, highlighted the debate over the right-of-way width along Schoolhouse Lane, a key point of contention in previous meetings. Tuell remarked, “we’re going to take a conservative approach and leave it up to the board,” indicating the application would accommodate the larger right-of-way, which impacts the dimensions of the proposed lots. The variances sought would address the undersized nature of the lots, with Tuell arguing that surrounding properties were of similar or smaller dimensions.
Board discussions delved into the technical specifics of the subdivision, including the implications of right-of-way dimensions on lot areas and widths, and the need for variances. The representatives explained that the right-of-way changes would result in minor reductions in lot area and width, but visually, the lots would still appear adequate to most observers. The unique trapezoidal shape of the properties further complicated adherence to zoning ordinances concerning setbacks and lot widths. Despite the requirement for a front yard setback of 300 feet, the proposed lots would fall short, necessitating additional variances.
The subdivision proposal also included specific building designs, with the proposed houses on the new lots designed to be under 3,400 square feet. The board discussed whether the proposed footprint maximized the potential size of the conceptual house on Lot 6.02, with representatives clarifying that the application aimed to demonstrate adherence to subdivision requirements.
The board expressed concerns about the fairness of imposing restrictions that would bind these two lots differently than other similar properties.
Alongside the subdivision discussion, the board explored broader planning issues, notably the township’s master plan. A steering committee, including members from the board and various commissions, was formed to oversee the master plan update. This initiative aims to incorporate community input through scheduled public forums, including in-person sessions at local schools and a Zoom meeting. The goal is to finalize the master plan by June 2027, focusing on issues like affordable housing, neighborhood compatibility, and zoning criteria.
The board also addressed public comments about the impact of multi-unit developments on school enrollment. Contrary to concerns, data revealed a minimal increase in school-age children from these developments. Furthermore, discussions about PILOT programs highlighted the need to reconsider how these agreements might better support local schools. Currently, PILOT payments primarily benefit municipalities, with only minor contributions to schools. A proposal from Morristown’s council president suggested allocating a portion of PILOT funds to the school district, although this was characterized as insufficient.
