Morris Planning Board Faces Public Concerns Over Proposed Synthetic Turf Field Amid Environmental Debates

Concerns were amplified by references to New Jersey Senate Bill S3783, which addresses municipal regulation of microplastics, and the implications these rules might have for the project.
Citizens, including notable voices from Elder Drive, highlighted the environmental disruption to local wildlife, citing the presence of diverse species like deer, foxes, and coyotes, which could be adversely affected by the project. One resident lamented the potential loss of natural habitats, stating, “We shouldn’t encourage disappearing nature with adding stuff to it that we made ourselves.” Parking congestion and emergency access issues during events were also raised, with some residents recalling past difficulties during busy periods.
The project engineer attempted to address these concerns by detailing the drainage design, which includes a trench drain system intended to capture runoff and prevent debris from escaping. However, concerns remained about the effectiveness of this system in managing microplastics, with some residents questioning whether empirical data supported the design’s claims.
The board’s role in the decision-making process was limited, as school district projects are generally exempt from municipal zoning regulations. However, the board proposed a resolution urging the New Jersey Department of Education to thoroughly examine the environmental and health implications of artificial turf. The resolution also recommended compliance with local tree ordinances and suggested improvements to traffic management and sound systems during events.
In addition to the synthetic turf discussion, the board reviewed a minor site plan application for Morristown Motors, which sought to amend a previous site plan to include a natural gas generator, an electric vehicle charging pad, and a transformer pad. The application included a request for a variance due to the generator’s proposed placement near the property line, which did not meet the required setback. The board approved the application with conditions, including limiting generator testing to daytime hours to minimize noise disruption.
The board also appointed legal and engineering consultants and established a technical coordinating committee.
The meeting concluded with a move to a closed session to discuss pending litigation and upcoming reviews of cannabis license applications. These applications, scheduled for February, will be subject to presentations and interviews by the cannabis committee.
