The Council approved a proposal to convert an existing detached garage into an in-law suite and greenlit the transformation of a former veterinary office into a dog daycare, grooming, and boarding facility, both subjects of considerable community interest.
The in-law suite proposal, by applicant Donna Monther, sought to repurpose an existing structure on her property. Mike Gutwillig, an architect, provided details about the plan, which includes two bedrooms, a bathroom, a kitchen, and a laundry room within the unchanged footprint of the original garage. The intent, as stated by the applicant’s attorney, is for the property to remain under common ownership and for the younger generation to inhabit the new living space.
The Council discussed various aspects of this renovation, including utilities, elevation, driveway access, and the height of the structure, which might require a variance for non-conformity with zoning codes. Moreover, conditions from the Utility Authority and Fire Department, such as water service requirements and fire suppression systems, were considered. The applicant agreed to a deed restriction ensuring the in-law suite’s use by family members.
Project planner Paul Ricky, supporting the proposal, cited the trend of accessory dwelling units as affordable, quickly created housing that encourages social interaction. He referenced the 2017 master plan, noting shifting housing preferences, particularly among Baby Boomers and Millennials. The proposed Senate number 2347, still in the proposal stage, could further facilitate such accessory dwelling units. Although the development wouldn’t immediately count towards affordable housing credits, it was seen as a step in the right direction. The public, including neighbor Pam Elliot, showed no opposition to the changes, and the Council moved forward with the application, which included a D1 use variance and two bulk variances.
The dog daycare and boarding facility proposal was another focal point. The site, described as isolated from surrounding residences, is planned to undergo significant improvements: building repairs, fence replacement, pool conversion for dog use, and landscaping. The business plan anticipates accommodating up to 30 dogs per day with live overnight supervision and no outdoor activities at night.
Joanne Martin, a local cardiologist, raised concerns about noise from the planned dog runs, particularly during her patient hours. The applicant clarified that the runs would be situated to minimize noise and that dogs are generally quieter when in groups. The Council addressed concerns about the environmental impact, including the management of standing water on the property and night sky compliant lighting.
Furthermore, the operation specifics of the dog daycare, such as waste disposal, recycling, and the client drop-off/pick-up process, were detailed. The environmental commission’s recommendations, and the resident’s concerns, were taken into account before the Council motioned to grant the necessary variances with conditions that included a lighting plan and ADA space requirements.
