Mound Planning Commission Tackles Zoning Code Revisions and Future Development Proposals
- Meeting Overview:
In a recent meeting, the Mound Planning Commission focused on revising zoning codes to enhance clarity and efficiency, while also discussing potential developments, including a proposed senior apartment complex by the Harrison Bay Group.
The commission devoted considerable attention to refining zoning terminology, specifically concerning corner lot setbacks and street side yard requirements. The existing language had caused confusion, prompting a review and adjustment. Key changes included replacing “front yard setback” with “street side yard setback” to prevent misinterpretation and streamline administrative processes. These revisions were intended to minimize the need for variances that had previously complicated the commission’s work.
The topic of corner lots proved particularly complex, as members debated the definitions of various yard types and the implications for property owners. A new term, “street side lot,” was introduced to simplify the application of corner lot requirements. This change aimed to align street side yard setbacks with front yard setbacks, unless a corner lot was of record, allowing for some flexibility in requirements. The commission also considered whether property owners should be allowed to choose which side of their lot faced a street.
Another focus was the proposed amendments to the city’s ADA parking stall requirements. It was identified that the current language did not meet existing standards, necessitating updates to reflect the importance of stall width and movement areas for individuals with disabilities. These amendments aim to improve accessibility and align Mound’s regulations with broader standards.
In parallel with zoning discussions, the commission examined a humane pet ordinance proposal, which would regulate pet sales within the community. This ordinance aims to curb practices associated with puppy mills by restricting sales in pet shops and encouraging partnerships with animal rescue organizations for adoption events. Drawing from examples from eight other municipalities, the commission is in the process of reviewing the proposal before making any decisions.
Attention then turned to a presentation by the Harrison Bay Group, which expressed interest in purchasing the Huber funeral home site for a new development. The proposed project would involve a three-story, 72-unit rental apartment building for residents aged 55 and over. While the commission acknowledged the potential benefits of such a development, concerns were raised about increased density and its impact on nearby schools and emergency services. The commission recorded feedback, including suggestions to modify the building’s design to lessen its visual impact, for further consideration.
Additionally, the meeting served as a platform to announce upcoming community events, including the Beat Hunger Bash and the Northwest Tonka Lions Club chili cookoff, as well as a council meeting focused on local water services. These events aim to engage the community and provide valuable information on various topics.
Despite discussions on new residential flats, no definitive updates were available, though optimism was expressed about renewed interest with the arrival of warmer weather. The meeting concluded with a reminder of the next planning commission meeting scheduled for April 7th and an open house on April 23rd, designed to inform the community on a range of local issues.
