Following the accolades, the board shifted focus to address concerns regarding the district’s response to HIB allegations. The director of student support services and programming, Jackie Bellow, presented extensive efforts to investigate every HIB allegation, highlighting the district’s prevention and intervention programs, including kindness ambassadors and seal lessons. Further elaboration was provided on targeted HIB training for paraprofessionals and new staff, with the superintendent clarifying the narrow definition of HIB in New Jersey and confirming that support is provided to both the accused aggressor and the victim.
However, during the public comments section, concerns were voiced by community members about the district’s compliance with HIB protocols. Tim Capone, a community member, expressed skepticism about the promptness and thoroughness of the board’s investigations into HIB cases. Capone referenced an instance of alleged non-compliance with the required 24-hour timeline for initiating an HIB investigation. Another speaker criticized the board and administrators for not following the law and failing to protect children, also questioning the necessity and timing of the creation of a non-instructional coaching position for K-5.
The meeting also included discussions on academic needs, test scores, the hiring of new staff, and the district’s new administrative reorganization. The Finance and Operations Committee deliberated on the issuance of summonses for passing a stopped bus and conducted mandated bus evacuation drills. The Curriculand Technology Committee reviewed the district’s technology department’s achievements and goals, as well as special education training. The Policy and Governance Committee considered changes to policies related to artificial intelligence, weapons, transportation, safety, and health services. The Special Education Parent Advisory Group reported on their collaborative efforts with the district on systemic issues.
Debate ensued among board members regarding the adherence to policies, the timing of decisions, and the necessity of certain positions and expenditures. During the approval of monthly expenditures and reports, some members raised concerns about the timing and nature of field trips and the policy for approving trips, with specific mention of the non-refundable deposits already made for a trip.
Toward the end of the meeting, discussions arose over the management of the superintendent evaluation process and the board’s approach to public comments, especially concerning special education. A speaker highlighted the challenges faced by families with special education needs and emphasized the advocacy role of the Special Education Parent Advisory Group.
