Natick Conservation Commission Evaluates Stormwater Permit for Historic Elliot School Redevelopment
- Meeting Overview:
In a recent meeting, the Natick Conservation Commission deliberated over several key environmental projects, focusing on the issuance of a major stormwater permit for the redevelopment of the historic Elliot School located at Five Auburn Street. The proposal by Metro West Collaborative Development involves transforming the school into affordable housing units while also constructing a new residential building. The commission’s discussion centered on the project’s compliance with state and local environmental regulations, particularly concerning stormwater management and the preservation of riverfront areas.
The redevelopment of the Elliot School is a significant initiative aimed at providing 100% affordable housing while preserving the historic character of the existing structure and its surroundings. The proposal includes creating nine residential units within the renovated school and an additional 23-unit building, alongside parking areas and utility connections. The project site, approximately 2.84 acres in size, includes 0.7 acres of wetland resource areas. The existing conditions lack stormwater management systems, allowing untreated stormwater to flow towards the Charles River.
To address these concerns, the development incorporates a comprehensive stormwater management system designed to meet or exceed local and state requirements. This system includes low-impact development techniques such as bioretention areas and subsurface infiltration systems. The system is engineered to maintain a four-foot separation from the estimated seasonal high groundwater level, preventing potential groundwater issues.
The project’s impact on the Charles River’s riverfront area, currently degraded, was another focal point during the commission’s review. The development qualifies as riverfront redevelopment, providing some flexibility under the riverfront protection regulations. A detailed invasive species management plan was proposed, targeting species such as Japanese knotweed. This plan includes native plant restoration and ongoing management over three to five years by licensed professionals, with funding allocated in the development and operational budgets.
Questions regarding site configuration and proximity to the river prompted the commission to request clarification. The project’s layout attempts to preserve the aesthetic of the town green area at the corner of Elliot and Auburn Streets. However, adjustments were necessary after initial GIS and resource area layouts were found inaccurate, leading to a revised rectangular building design. The commission expressed interest in further assessing the site to ensure compliance with environmental standards and community expectations.
Other notable discussions included the potential removal of underground storage tanks and addressing existing asbestos in the school building. While previous testing found no reportable contamination, the commission emphasized the importance of continued oversight. As the project progresses, the commission will likely engage in further evaluations, particularly concerning the proposed tree removal and replacement strategy.
In addition to the Elliot School redevelopment, the commission addressed several other projects. At 197 Elliot Street, concerns regarding wetland impacts and adherence to stream crossing standards led to a decision for an on-site visit. The commission also reviewed conditions for a large residential cluster development, emphasizing erosion control, stormwater management, and tree mitigation. Discussions highlighted the need for specific conditions to ensure environmental protection and compliance with local bylaws.
