- Meeting Overview:
The New Milford Borough Council has taken steps towards improving the town’s infrastructure, safety, and community services in its recent meeting. The council addressed a range of issues, including road paving projects, the Gas System Modernization Program, park improvements, fire department equipment upgrades, and the adoption of an energy sustainability and resiliency plan.
The centerpiece of the council’s agenda was the debate over the NJDOT fiscal year 2024 Boulevard Phase 2 project and the consideration of bonding for road improvements. The council deliberated on the potential costs, which could range up to $750,000 over the next three years, against the need to manage the town’s debt. With a grant of $189,000 available for the paving project, the council approved a motion to proceed with the allocation of funds as recommended by the administrator and the Department of Public Works.
In conjunction with infrastructure development, the council discussed the Gas System Modernization Program, a proposal put forward by the public service to upgrade the town’s gas system. The program aims to enhance safety and minimize the risk of gas leaks and breaks. Council members raised concerns about homeowner impacts and sought assurances for damage protections, drawing from experiences with similar past projects.
The council also showed unity in supporting the addition of a volleyball court at Kennedy Field, backed by a grant of up to $100,000. This development is part of the town’s initiative to promote outdoor recreational activities. Meanwhile, discussions about the Bergen County Open Space Park Improvement Grant revealed the council’s intention to match the grant 50/50, exploring various potential projects to utilize the available funds in the open space trust effectively.
One of the more financial commitments made during the meeting was the approval of up to $325,000 towards the replacement of an aging fire truck, contingent on a $675,000 grant. The council weighed the quotes received, ranging from $675,000 to $944,000, and the anticipated additional costs, ultimately voting to secure the vital equipment for the fire department.
Another environmental stride was the unanimous approval to apply for a Community Energy Plan Grant, amounting to $10,000. The grant is envisioned to support the creation of an energy plan that could reduce greenhouse gas emissions and explore renewable energy sources. The Environmental and Energy Commission is set to lead this initiative, with the council recognizing the potential benefits of the plan for Sustainable Jersey.
In terms of financial planning, the budget committee reported on their ongoing discussions with the CFO regarding departmental requests and the road program. The committee is diligently working on the 2024 budget, awaiting the annual financial statement to refine the numbers, and is also preparing for the townwide reassessment, a process delayed due to COVID-19.
Community engagement and events were also highlighted, with updates on various upcoming fundraisers, social events, and the second annual Crescent Moon Lighting — all aimed at fostering a sense of community and civic engagement in New Milford.
The council’s administrative report included logistical announcements like the closure for President’s Day and the scheduling of the next council meeting for February 26.
