New Richland City Council Approves Transition to New Ambulance Billing Consultant

The council also passed Resolution 25-01, updating the city’s fee schedule, which included adjustments to the annual ambulance service rates. The previous base rate of $400, determined to be below the regional average, was revised based on a survey conducted by South Central EMS. This resolution also included a $5 monthly charge for storm sewer services. Additionally, the council clarified that Medicare payments are based on established rates rather than billed amounts. The resolution was adopted unanimously.
Resolution 25-02, authorizing the city’s membership in a regional safety group, was another topic of discussion. This membership had been decided in the previous year, and the resolution was mainly procedural, requiring a formal signature to solidify the city’s involvement. The council voted unanimously to approve this resolution.
In other public safety matters, the council discussed the police department’s activities. The department responded to 128 calls in December, bringing the total for 2024 to 2,134 calls. The police chief expressed relief that December was less demanding compared to earlier months. Joel Jant was sworn in as a full-time police officer, a notable moment marked by the adoption of Resolution 25-3. This resolution confirmed his status as a full-time officer and allowed him to participate in police and fire retirement plans.
The council reviewed the Drug Task Force Joint Powers Agreement, which facilitates inter-agency cooperation during major crimes. This agreement allows investigators to assist each other without incurring hourly costs and specifies an annual flat fee of $37.50. The council unanimously approved the agreement.
The council also addressed the police department’s reliance on two individuals for handling records. A proposal to raise their hourly wages by $2 was discussed, with the chief noting they had not received pay increases since his tenure began. The increase would have a total annual impact of $1,000 on the department’s budget. The motion to approve this wage increase passed unanimously.
Labor contract discussions for the law enforcement union also took place, with some initial confusion over wage increases. It was confirmed that a 5% increase was budgeted for 2025 and a 4% increase for 2026. The council approved the labor contract without opposition.
The council further discussed a request from Trinity Lutheran Church for a new handicap parking stall on the east side of their building. A resolution to authorize this request was passed.
Additionally, an Economic Development Authority grant for $3,000 was confirmed as approved. This grant, previously discussed, awaited confirmation until the new year. Its acceptance was unanimously agreed upon by the council.
