In another key decision, the council addressed a request for tax abatement assistance from Rebound Real Estate LLC, which plans to redevelop a fire-damaged property on North Minnesota Street into a farm winery restaurant. The property suffered significant fire damage in September 2022. The council had previously granted a conditional use permit for the project, which carries an estimated total cost of $2 million. The tax abatement would provide a rebate on a portion of the property taxes to help offset redevelopment expenses. The council authorized city staff to proceed with the necessary steps to establish the tax abatement program.

Additionally, the council reviewed ordinance number 2024-b, which involves revisions to the city’s schedule of fees. Notable changes include the introduction of a micro-mobility fee for E-scooters and increases in various permit fees, such as a rise in the variance fee from $200 to $300.
