The River Valley BMX Association, which has managed the BMX track on Third South Street since approximately 1995, requested the loan to implement vital safety upgrades. The proposed loan, repayable over 15 years, will be financed from the Park and Recreation fund balance, with assurances that the fund would be replenished. The track, open for public use outside organized events, is a community asset, and the proposed improvements are expected to increase its usability and safety. During discussions, the finance director supported the funding strategy, emphasizing that the loan would not strain the city’s finances. The mayor and several council members expressed strong support for the BMX community, praising their dedication and thorough preparation for the proposal. The motion to approve the license agreement and loan was passed with commendations for the BMX group’s comprehensive presentation, which simplified the council’s decision-making process.
In another key decision, the council addressed a request for tax abatement assistance from Rebound Real Estate LLC, which plans to redevelop a fire-damaged property on North Minnesota Street into a farm winery restaurant. The property suffered significant fire damage in September 2022. The council had previously granted a conditional use permit for the project, which carries an estimated total cost of $2 million. The tax abatement would provide a rebate on a portion of the property taxes to help offset redevelopment expenses. The council authorized city staff to proceed with the necessary steps to establish the tax abatement program.
Additionally, the council reviewed ordinance number 2024-b, which involves revisions to the city’s schedule of fees. Notable changes include the introduction of a micro-mobility fee for E-scooters and increases in various permit fees, such as a rise in the variance fee from $200 to $300. One council member highlighted the review process, expressing satisfaction with the adjustments and the absence of any concerns during the evaluation.
The council also approved a variance request from Dwight and Denise Hughes for a storage shed on Indian Point Drive. The shed, to be located 5 feet from the property line adjacent to South Highland Avenue, was recommended for approval by the Planning Commission. Conditions for the variance include the cost of recording the permit with the Brown County recorder and the potential removal of the shed at the applicant’s expense if the unimproved right-of-way is developed in the future. This motion passed unanimously after clarification that these conditions would remain with the property title if sold.
The council addressed several community initiatives, including the appointment of Tony Barick to the Sister Cities Commission and the approval of a request by the New Ulm Battery to conduct cannon shoots for Veterans Day at Shell’s Brewery. Furthermore, the Herman Monument Society received permission to install LED lighting around the Herman Monument at Herman Heights Park for the holiday season, with the society covering all costs. Park and recreation staff will assist with the installation and removal of the lights for safety reasons.
