The property, located at 123rd North Street and 318 through 326 North Valley Street, will share space with existing sports activities and must comply with specific conditions. These conditions include the removal of debris, no exterior storage, and the termination of shared water and sewer services within two years, among others. The council expressed support for the project, noting its potential benefits for the community.

In other business, the council conducted the first reading of the 2026 proposed fee schedule, which includes increases in tree trimming, animal control, and construction fees. There were also new fees introduced, such as a downtown parking permit. Additionally, the council authorized a $103,250 contract with McDonald and Mack Architects for cost estimates related to the dismantling and reconstruction of the Herman Monument, with the expectation of receiving the proposal within eight weeks.
