These grants will be available from November 1 through the end of the year, aimed at stimulating local economic growth.
In terms of employee compensation, the council delved into a job classification and compensation study presented by Ethan Rundquist from FYI. The study reviewed various job positions using a detailed evaluation system considering factors such as training, experience, and working conditions. A market survey was also conducted to establish compensation benchmarks by analyzing comparable entities and demographic and financial factors. This comprehensive review aims to align employee compensation at the median of the market. Although no immediate action was taken, a closed session was planned to explore implementation strategies for these changes.
The council also approved revisions to the city’s personnel policy manual regarding earned sick and safe time (ESST). A notable adjustment involved excluding volunteer firefighters from the ESST definition, acknowledging that they accrue this time through their primary employment, not their volunteer service. The council decided to compensate accrued ESST at minimum wage, with minimal financial impact projected. These revisions are set to take effect on August 21, 2024.
Another discussion centered around infrastructure improvements at the local airport. The council accepted a grant offer to fund the southeast apron extension, necessary for a future fueling station. The grant will cover 90% of the costs through the Federal Aviation Administration (FAA), with an additional 5% from a future state grant, leaving only a 5% contribution from the city, approximately $4,000. This expense was already included in the 2024 airport budget. The council also approved a task order for new environmental studies to comply with updated standards, further advancing ongoing airport improvement efforts.
In public safety, the police department received authorization to purchase mobile field reporting software for $17,039, funded through the public safety aid account. The software aims to enhance officers’ efficiency by allowing them to complete reports in the field, thus spending more time on patrol. Data security concerns were addressed but deemed manageable, and the motion passed without objection.
The meeting also featured discussions on community events and public services. The council scheduled a public hearing for a noise variance request from the New Ulm Chamber of Commerce for Oktoberfest, to be held on September 3, 2024. Additionally, the council approved the Herman Monument Society’s request to hold Herman Fest on September 7, 2024, which will feature cannon discharges, fireworks, and street closures for safety.
In terms of community support, the council discussed the rental rates for the community center kitchen and cafetorium used by Lutheran Social Services for a senior dining program. The Park and Recreation Commission recommended a daily rate adjustment to $541, a 3% increase, which the council approved. Concerns were raised about the program’s financial sustainability and the need for additional funding sources, especially since nearly half of the meals served benefit individuals outside the city limits.
The council also accepted a $7,500 grant from the Realtor Association of Southern Minnesota to partially fund a new shade structure at the dog park. Additionally, a grant application was authorized to update smoke-free signage in parks and recreation facilities, reflecting new legislation that includes cannabis use in smoke-free policies.
The meeting concluded with the acceptance of various donations for park and recreation initiatives and library support, including $700 for pickleball facilities and a $5,000 donation to the library from an anonymous donor. A motion to enter a closed session to discuss labor negotiation strategies and a compensation and classification study was passed unanimously.
