The council’s decision to approve the permit was unanimous. There was also some discussion about the future use of the building’s upper floor, although no immediate plans were made.
In addition to the winery approval, the council addressed a zoning amendment aimed at enhancing development opportunities for existing split corner lots in the RT-1 district. This amendment would allow these lots to develop further, addressing restrictions that previously hindered their potential. The council clarified that the amendment was specifically targeted at split corner lots and would not affect houses located mid-block on the rear half of lots, primarily found in the RT-2 district. The Planning Commission had thoroughly reviewed this amendment, providing detailed findings to support its implementation. The council voted in favor of conducting the first consideration of the ordinance related to this amendment.
Another rezoning decision involved a property on North Highland Avenue, transitioning from Agricultural Open Space (AOS) to R1, a single-family residence district. This change was recommended unanimously by the Planning Commission and included a petition for annexation approved by the council. The rezoning will divide the property into five lots suitable for single-family homes, aligning with the city’s need for additional residential spaces. The council member who proposed the motion highlighted the property’s suitability for such development, supported by eight reasons outlined by the Planning Commission.
The council also discussed the preliminary plat for the New Ulm River Haven Edition, a revised residential development plan previously known as Dreamville Nu Edition. The development plan includes twin homes and apartments, with a shift towards owner-occupied units, addressing previous concerns from neighbors about rental properties. The council expressed optimism that this change would lead to improved maintenance and care for the development, benefiting the community.
Moreover, the council set a date for a public hearing regarding a noise variance request for an upcoming event at Rush. This hearing is scheduled for October 15, 2024, to consider amplified sound for a fashion show event on October 18, 2024. The council also approved the scheduling of the canvas for the 2024 municipal general election, emphasizing the importance of quorum for the November 8, 2024, meeting.
In addition to the major agenda items, the council accepted a donation of $654 from the Optimist Club to the New Ulm public library, a gesture met with unanimous support. The council also approved the list of claims paid, amounting to $4,845.34.
