The plan emphasizes economic resilience, infrastructure quality, and sustainability, promoting New Ulm’s German heritage and expanding transportation options. It was noted that the strategic plan was developed with extensive community input, including citizens, council members, and staff, providing a holistic view of priorities.
Council members appreciated the strategic plan’s detailed framework, recognizing its potential to guide the city in aligning its resources and efforts effectively. The discussion included a focus on accountability and the need for regular updates to ensure the plan’s impact is continuously monitored. The strategic plan is available for public access on the city’s website, encouraging community engagement and transparency.
In parallel, the council took steps towards implementing a new orderly annexation agreement with Milford Township. This agreement, set to replace the existing arrangement expiring on December 31, 2024, reduces the annexation area from 1,200 acres to 610 acres, following requests from property owners wishing to remain outside the annexation zone. The term of the agreement has also been shortened from 20 years to 10, reflecting practices in other Minnesota municipalities. The revised agreement allows for more expedited annexation processes, aligning with future growth needs while respecting local concerns.
The council authorized relevant officials to sign the Milford agreement, which will be submitted to the state of Minnesota. The agreement aims to facilitate cooperation between the city and township, particularly in areas designated for future development. Discussions also touched on a similar agreement with Cottonwood Township, expected to be presented in January. The annexation strategy includes reimbursement of property taxes for up to five years post-annexation, structured to decrease incrementally.
Among other matters, the council approved the 2025 city budget and property tax levy. Notable in the budget was an additional $120,000 allocation for the street department to build a new facility. The total budget was set at approximately $28 million, with a property tax levy of over $10 million. The council also designated several community events for 2025, including Bavarian Blast and Bachfest.
The meeting included a report on donations received by the Park and Recreation Department and the approval of a revised development agreement for the former Target property, allowing for warehousing under current zoning ordinances. The council recognized Councilor Schultz’s 16 years of service.
In addition to these major topics, the council addressed routine procedural matters, such as the renewal of various licenses and permits, as well as updates from city commissions. They also supported the fee waiver for the 2025 Career Expo, facilitating opportunities for students to explore career paths.
